Dear Mr. Smith:

The U. S. Nuclear Regulatory Commis'sion (NRC) staff has reviewed the subject document. The staff has 'a general comment (discussed below), as well as specific. comments and ~ positions concerning certain items in Hev. O ana Rev.1 of the procedure which arose as a res' ult of your request for staff review of Rev. 2A to the GIP. These specific items are addressed in the enclosure. We E

find the' subject procedure to be acceptable, subject to satisfactory resolution of the comments and positions provided herein.

As stated'in the.NRC letter to the SQUG, dated May 24, 1993, the staff considers the Supplemental Safety Evaluation Report No. 2 (SSER No. 2) to be its position for supplementing the SQUG GIP, Kevision 2 (GIP-2), and believes that these two documents (SSER No. 2 and GIP-2) are sufficient to implement the resolution of USI A-46 at_ affected facilities. The staff recognizes that, from time to time, a need may develop for the SQUG to submit a revised GIP for staff review.

For each of these circumstances, the SQUG is requested to state clearly the purpose of the proposed revision to the GIP, to provide justifications for its need, and to demonstrate its applicability to the USI A-46 program. As stated in SSER No. 2, the use of GIP-2 is for UCI A-46 plants only.. Information or discussion pcrtinent to seismic adequacy of equipment for pJrposes other than for USI A-46 scope and affected plants should be submitted for staff review with clear references to the other

. programs.

It is-also the staff's position that its review of the revisions to GIP-2 should not affect the completion date committed to by each licensee for the USI A-46 program.

I of the procedure which arose as. a result of your request for staff review of Rev. 2A.to the GIP. These specific items are addressed in the enclosure. We

Page 1 Introduction Delete the last sentence of the second paragraph. The GIP should incorporate the NRC positions by including the staff SSER No. 2 as an appendix to the GIP, and by referring to the relevant pages of the SSER No. 2.

Page 3 NRC Review and Acorov31 Replace the first paragraph with the following:

"The NRC staff will review and either approve or reject changes to the GIP submitted by SQUG/EPRI, or request additional information in writing within sixty days. All GIP changes shall be regarded as accepted by the staff upon receipt of a letter to this effect from the staff "

Page 3, Item 2 Editorial ChtD9n Editorial changes could involve technical changes and, therefore, they should be reviewed by the Peer Review Panel.

Page 4, Item 3 New Positions and Chances-to Licensino Reauirements When GIP is revised in response to changes in the licensing environment, or any other technical changes relating to A-46 scope, the revised text should refer the user ta the relevant pages of the staff's SSER No. 2 which is an appendix to the GIP or appropriate NRC document.

Page 4, Item 4 Additional Restrictions With regard to the new information which shows that existing GIP criteria and guidelines may be unconservative, the staff agrees with the SQUC, as stated in a letter to the NRC dated March 26, 1993, that SQUG, as an association of licensees, is not subject to 10 CFR Part 21.

However, the text should be expanded to reflect that, both the SQUG's member-licensees and the contractors, which provide consulting services to SQUG that are associated with component hardware, are subject to Part 21 reporting requirements.
