NOTICE OF VIOLATION (NRC REPORTS NO. 50-373/93016(DRS)

AND NO. 50-374/93016(DRS))

Dear Mr. DelGeorge:

This will acknowledge receipt of your letter dated July 9,

1993,

in response to our letter dated June 11, 1993, transmitting a

Notice of Violation associated with Inspection Reports

No. 50-373/93016(DRS); and No. 50-374/93016(DRS).

These reports

summarize the results of the emergency operating procedure-(EOP)

follow-up inspection at your LaSalle County Nuclear Station.

We

appreciate your timely response.

In your letter, you reiterated your position, stated at the

enforcement conference, that both alternate rod insertion and

,

alternate boron injection procedures were acceptable because they

could be accomplished utilizing equipment and processes not

included in the Emergency Operations Procedures.

However, these

procedures did not satisfy the criteria of NUREG-0899, regarding

operator understandability and use in emergency situations.

Therefore, the violation for procedures inappropriate to the

,

circumstances stands as written.

Also, It appears that extensive effort has been directed toward

corrective actions to improve the quality of your EOPs.

The-

corrective actions. presented in your response will be examined

during future inspections.
