SUBJECT: INSPECTION REPORT NO. 50-245/93-17

This letter transmits the findings of the special safety inspection conducted by

Mr. C. E. Sisco and others of this office the week of July 26-29,1993, at the Millstone Unit

1 Nuclear Power Station, Waterford, CT. At the conclusion of the inspection, the findings

were discussed with those members of your staff identified in the enclosed report.

Areas examined during this inspection are identified in the enclosed report. Within these

areas, the inspection consisted of observations of licensed operator training, selective review

'

of mechanical maintenance training records (of Unit 1), and a review of the Emergency

Operating Procedures (EOPs) flowcharts (Unresolved Items 50-245/92-11 and 92-32-01).

As a result of this inspection, we found that training administered to licensed operators is

conducive to safe plant operations. Also, the mechanical maintenance training records are

produced and maintained in accordance with station procedures.

Unresolved Items 50-245/92-11-01 and 50-245/92-32-01 concerning the EOPs were closed.

The EOP enhancements, resulting from this inspection, will be made to the EOPs during the

next scheduled refueling outage. In the simulator, an operating crew clearly demonstrated

that the EOPs are effective in mitigating plant upset conditions, and they are trained in the

use of the EOPs.

The cooperation and helpfulness of your staff during the conduct of this inspection is

appreciated.
