SUBJECT: NOTICE OF VIOLATION AND ENFORCEMENT CONFERENCE RESULTS
(INSPECTION REPORT NOS. 50-317/93-14 AND 50-318/93-14)
This letter refers to the enforcement conference held with you and members of your staff on
August 5,1993, in the Region I offices. The enforcement conference was held to discuss the
apparent violations identified in inspection reports listed in the subject line. The apparent
violations dealt with the recurrent excessive use of overtime to accomplish safety-related
tasks and the adequacy of nondestructive examination procedures.
Based on the results of this meeting, the activities discussed above appear to be in violation
of NRC requirements, as specified in the enclosed Notice of Violation (Notice). The
,
violation is of concern because it represents two examples of a failure to take effective or
timely corrective action. The failure to properly control the overtime worked by
nondestructive examination technicians should have been prevented by your corrective action
for a recent similar violation. The second example was a failure to correct a long-standing
problem where nondestructive examination procedures used for magnetic particle testing of
safety-related examination did not specify all the parameters of the examination required by
,
the applicable ASME Code. Further, the record of the examination did not fully describe
how the examination was conducted.
During the meeting, we discussed the series of violations relating to nondestructive

examination that have been identified by the NRC over the last three years. In that
'
discussion, you noted changes that are under consideration to strengthen your performance in
'
,
this area. In your response to the Notice, please provide a discussion of the enhancements
.i
that you have made or are planning to make in the nondestructive examination program for
i
the Calvert Cliffs facility.

specific actions taken and any additional actions you plan to prevent recurrence. After
reviewing your response to this Notice, including your proposed corrective actions and the

results of future inspections, the NRC will determine whether further NRC enforcement
action is necessary to ensure compliance with NRC regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and

its enclosures will be placed in the NRC Public Document Room.
The responses directed by this letter and the enclosed Notice are not subject to the clearance

procedures of the Office of Management and Budget as required by the Paperwork Reduction
