SUBJECT:

RECORD OF JULY 14, 1993 PHONE CALL At 4:00 p.m. on July 14,199J, R. Dudley and M. Fairtile of the Decommissioning Section of the Non-Power Reactors and Decommissioning Project Directorate made a phone call to Mr. Fred Katz, a spokesman for the Citizens Awareness Network (CAN) located at Shelburne Falls, MA. CAN is a group of local citizens that have been active in the Yankee Rowe decomm, sioning process.

We informed Mr. Katz that the staff plans to issue a letter to Yankee Atomic Electric Company stating that we have no objections to the Yankee proposed plan to ship radioactive components to the Barnwell low level waste site prior to staff approval of the Decommissioning Plan. Mr. Katz had previously expressed a desire for a conference call or meeting with the staff during the last week of July 1993. We said the letter would probably be issued before that time. Mr. Katz expressed an objection to our issuance of this letter.

He stated that the early component removal program is the focus of the CAN concerns. We then offered to arrange for a conference call the next day, July 15. Mr. Katz said that CAN would not be ready as they have not yet engaged an attorney, that they still want the late July discussions, and that a conference call would be acceptable.

We asked Mr. Katz for the basis of the CAN objections to the early component removal program. He said that the licensee in an Environmental Report submitted to the staff in 1987, in support of a request to recapture the time interval from the construction permit issuance to the operating license issuance, did not perform a study of health issues that could be related to radiological effluents in the Deerfield River valley basin and that this constituted an unreviewed safety issue.

He said that these health issues are Down Syndrome, five cancers (unspecified), heart disease and a 40% increase in the rate of infectious diseases leading to mortality in the local area, not including pneumonia.

In conclusion we asked Mr. Katz to send us an agenda for the late July conference call so that we can have the proper staff in attendance and to choose a date and time.
