Ashok Thadani, Director Division of Systems Safety Analysis FROM:

Conrad McCracken, Chief Plant Systems Branch Division of Systems Safety Analysis

SUBJECT:

SUMMARY

OF JUNE 3, 1993, MEETING BETWEEN NRC STAFF AND NUMARC ON INDUSTRY THERM 0-LAG FIRE BARRIER TEST PROGRAM NRC staff met with representatives of the Nuclear Utilities Management and Resources Council (NUMARC) on June 3, 1992, to discuss the concerns expressed in a May 4, 1993, letter from J. Taylor on the industry's Thermo-Lag fire barrier test program. is a list of the attendees.

NUMARC provided the NRC an outline and schedule of the industry's Thermo-Lag test program (Enclostre 2). NUMARC expressed the intention to begin combustibility tests on June 9,1993, and complete 17 fire endurance tests by Nm. ember 1993.

NUMARC also expressed plans to conduct 3-hour barrier ampacity teste, although these test are not yet scheduled. NUMARC stated its intention to generically apply ampacity tests conducted by Texas Utilities Electric Company en 1-hour barriers to the industry.

NRC attendees provided feedback on the pragram and its schedule during the meeting and arranged a working-level meeting to discuss the details of the NUMARC's program on June 28, 1993.

Thermo-Lag Industry Testing Program Utiity Su a aort issues

- Original program intent to use utility personnel for fire barrier installation, QC/QA

- Objectives:

Optimize use of industry resources Ensure tests representative of actual installations

- Utility support for Phase 1 test program withdrawn following Grand Jury Subpoena

- Other utilities remain concerned with direct participation in Phase 1 program NUMARC 6

S e

Thermo-Lag Industry Testing Program Utility Sup aort Issues (continued)

- NUMARC test program will utilize direct utility participation to extent practical

- Utility concerns may be lessened for Phase 2 program I

- Program can technically proceed without direct utility involvement use contractor installation personnel (most utilities use contract personnel) n use contractor QA personnel NUMARC 7
