SUBJECT: NRC INSPECTION REPORT 50-313/93-23; 50-368/93-23
This refers to the inspection conducted by Mr. W. McNeill of this office and
Mr. T. W. Alexion of the office of Nuclear Reactor Regulation on June 28
through July 2,1993. The inspection included a review of activities

this area, the inspection consisted of selective examination of procedures and
representative records, and interviews with personnel,

It was identified that you had failed to provide certain 10 CFR 50.59
evaluations of changes in annual reports and also to have updated your safety
analysis report annually in regard to these changes. This was in violation of
10 CFR 50.59(b)(2) and also 10 CFR 50.71(e). This violation is not being
cited because the criteria in paragraph VII.B.2 of Appendix C to 10 CFR 2 of

the NRC's " Rules of Practice," were satisfied. This violation was limited and
the licensee staff took prompt and effective actions to correct the problem.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of
this letter and its enclosure will be placed in the NRC Public Document Room.
