BOSTON EDISON 800 Boylnon street Boston, Massachusetts 02199 l

Jacqueline E. Hess, MD (617)424-3478 Corporate Medical Diredor Performance Data Summary of Management Actions Ending June 30, 1993 During the first six months of 1993, we have had 14 positive pre-badging tests; all of these were on contract personnel. All these applications for unescorted access were denied for fitness for duty reasons.

t Six positive random tests occurred; one was a Boston Edison Company employee who had his unescorted access auttarization terminated, and then reinstated after rehabilitation. The othe. five were contractors who had their unescorted access terminated and were referred back to their employers for further assessment. None of these individuals subsequently re-applied for unescorted access authorization.

Two positive "for cause" tests occurred, one Boston Edison Company employee who is in l

rehabilitation at this time, and one administrative positive test on a contractor employee who refused to be tested and left the site. All follow-up testing has been negative.

There have been no events which were reportable to the Nuclear Regulatory i

Commission by telephone as required in 10CFR26.73.

r Over the six months ending June 30, 1993, 73 specimens were found on integrity check to have creatinines less than 200mgms per liter. All but one of these individuals were called for repeat specimen collection in an unannounced fashion.

Sixty four of the repeats were negative for drugs and had normal integrity checks.

Five specimens again had low creatinines, although negative for drugs.

These individuals were again called in an unannounced fashion, and another observed sample was obtained; all of these were negative for drugs. The three remaining individuals were positive for marijuana on repeat, and were denied access for fitness for. duty reasons. The one individual who was not retested had been laid off by his employer before the low creatinine result of his random test was known to us.

l The positive test rate during random testing remains very low.

There have been six positive random tests out of a total of 1005 random tests (or 0.60%) for the first half of 1993.

The Fitness For Duty Program has encountered no significant problems over this six month time period.
