SUBJECT: NRC INSPECTION REPORT NO. 50-445/93-31; 50-446/93-31

This refers to the inspection conducted by Mr. J. L. Pellet and the personnel

of this office identified in the enclosed report on June 1 through

July 1, 1993. The inspection included an assessment of the qualifications of

individuals who are licensed to operate your Comanche Peak Steam Electric

Station facility and the licensed operator requalification or continuing

training program. At the conclusion of the inspection, findf 5s of

significance were discussed with those members of your staff iuantified in the

enclosed report.

Areas examined during the inspection are identified in the report. Within '

these areas, the inspection consisted of evaluation of the licensed operator

requalification training program by evaluation of the comprehensive written  ;

and operating examinations submitted for review and of licensed individuals by

the use of comprehensive written and operating examinations jointly

administered in accordance with NUREG-1021, " Operator Licensing Examiner

Standards," Revision 7. The results of this inspection are documented on

pages 1 and 2, in the enclosed report. Based on these results, all of the

licensees evaluated demonstrated adequate competency and have been so informed

by letter. Further, based on these results and the corresponding observations '

during the joint administration, the Comanche Peak Steam Electric Station

licensed operator requalification training program is evaluated as

satisfactory in accordance with NUREG-1021, " Operator Licensing Examiner -

Standards," Revision 7. g (

In accordance with 10 CFR Part 2.790 of the NRC's " Rules of Practice," a copy

of this letter and its enclosures will be placed in the NRC Public Document

Room. +
