NRC STAFF FIRST INTERROGATORIES TO GEORGIA POWER COMPANY Pursuant to 10 C.F.R. 6 2.740, the NRC Staff requests that Georgia Power -

Company (GPC), through its personnel who are knowledgeable upon the facts, to respond to the following interrogatories in writing, under oath or a affirmation, within 14 days J

of service of these interrogatories. These interrogatories relate to starts, or attempts to start diesel generators A and B for Vogtle Unit I from 12:01 A.M. March 20, 1990, through and including 11:59 P.M. April 9,1990. In responding, please use the ~ start number (4.1) designations used in VEGP 55038-C Data Sheet Diesel Generator Start Log for DGI A and DGlB. Identify who is responsible for each response or part thereof, and the source of his/her knowledge.

LER 90-06 states " Subsequent to this test program, DGI A and DGIB have been started at least 18 times each and no failures or problems have occurred during any of these starts."

Identify each of the 18 starts by start number for DGIA.

b)

Identify each of the 18 starts by start number for DG1B.

c)

Was each of these series of 18 starts consecutive?

d)

If the answer to 1 c) is "No," then were there "any failures or problems" interspersed among the starts?

e)

As used in LER 90-06, were those " starts" " successful starts" as defined in Regulatory Guide 1.108 Paragraph C.2.e.3?

f)

If the answer to 1 e) is "No," did Georgia Power Company inform the NRC that it was using a definition of successful starts which was different than the definition in Regulatory Guide 1.1087 g)

Were there any " unsuccessful starts" or failures to start subsequent to the test program? If so, identify them by start number.

h)

Were all start failures, valid or invalid, reported to the NRC as required by Technical Specification 4.8.1.1.3?

When and how was each start failure reported to the NRC?

The letter by Mr. Hairston to the NRC dated June 29, 1990, transmitting LER 90-06 Rev.1, states: "The number of successful starts included in the original LER included some of the starts that were part of the test program."

Identify by start numbers the starts that were included in the 18 start numbers for DG1 A in LER 90-06 that were a part of the test program.

numbers for DG1B in LER 90-06 that were part of the test program.

Identify by start number the first start for DGI A in "the test program."

d)

Identify by start number the first start for DGIB in "the test program."

Identify by start number the last start for DGI A in "the test program."

Identify by start number the last start for DGIB in "the test program."

g)

If the formation and commencement of "the test program" was evidenced by graphic materials, identify those graphic materials, including their dates and authors. Will you make such material available to the NRC?

h)

If the termination of "the test program" was evidenced by graphic t

materials, identify those graphic materials, including their dates and authors. Will you make such material available to the NRC?

VEGP 55038-C Diesel Generator Log, used during 1990 starts on page 10 states that starts numbers 120 and 121 were successful, failures, and invalid starts - all three. Table 2 to Mr. Hairston's letter dated August 30,1990, to Mr. Ebneter states that starts number 120 and 121 were not " successful." Explain these apparent discrepancies.

Mr. Hairston's letter dated August 30,1990, to Mr. Ebneter states "Our use of the term ' successful' was never intended to imply a ' valid successful test' in the context of Regulatory Guide 1.108."

The fifth column in VEGP 55038-C Diesel Generator Start Log is " Successful."

a)

Define fully the meaning of " successful" as used by Mr. Ken Stokes on May 2,'1990, when he updated the VEGP-55038-C Diesel Generator Start Log.

Derme fully the meaning of " successful" as used by Mr. Hairston in his August 30,1990, letter.

c)

Identify where each definition used is set forth.

d)

Identify when each definition originated, and who formulated that definition, 5)

The third column of VEGP 55038-C Diesel Generator Start Log is titled " Valid Test." Is the term " valid test" as used in this column the same as that defined in Regulatory Guide 1.108 Paragraph C.2.e?

If the answer to Interrogatory 5 is "No," then define " Valid Test" as used in the Diesel Generator Start I_og in the spring of 1990 and identify where that definition is set forth, when it originated, and who formulated that definition.

Page 10 of GPC's presentation to the NRC at a meeting in its Region II office in Atlanta, Georgia, on April 9,1990, states Diesel Testing 1A "18 successful starts" and 1B "19 successful starts."

Is the definition of " successful starts" in the April 9,1990, presentation the same as " successful starts" in Regulatory Guide 1.108 Paragraph C.2.e.37 b)

If the answer to 7 a) is "No," define " successful starts" as used in GPC's April 9,1990, presentation to the NRC.

numbers on page 10 of GPC's written presentation?

If the answer to 7 d) is "Yes," identify that person or persons, set forth their doubts and explain why they questioned the accuracy of the data.

f)

Did any GPC attendee at the April 9,1990, presentation intend the 18 and 19 successful starts figures to be understood by the NRC personnel to be consecutive successful starts?

g)

If the answer to 7 f) is "Yes," identify the person or persons by name.

h)

Did any GPC attendee at the April 9,1990, meeting with the NRC in Atlanta, Georgia explain to the NRC whether the 18 and 19 successful start numbers were consecutive starts or were not consecutive starts?

i)

If the answer to 7 h) is "Yes," identify such attendee or attendees by name and set out the substance of their explanation.

The third column of VEGP 55038-C is titled " Valid Test (4.3)."

a)

Is this a " valid test" as the term is used in Regulatory Guide 1.108 Paragraph 2.e?

If the answer to 8 a) above is "No," then define " valid test" as used in VEGP 55038-C in the spring of 1990.

During GPC's April 9,1990 presentation, to the NRC in Atlanta, Georgia, a transparency, " Diesel Testing," was used. A print of that transparency is attached for convenience. What start number was used as the starting point in the count of successful starts for DGI A and DG1B7 10)

If GPC is unable to identify the starting point requested in 9 above by start number, identify the starting points by specific Unit 1 Control Log entry for each diesel and identify where within the control log these entries are located.

11)

With respect to the " Diesel Testing" transparency used at the April 9,1990, meeting, are the phrases describing the types of testing done, and appearing in the columns under the 1 A and ID headings, in chronological order?

12)

If the answer to 11 above is "Yes," identify by start number, or by specific Control Img entry, the 14 starts described as " Multiple Starts" that appear to be between the "E-Run Bubble Testing" and the "UV Run Test" in the IB column on the transparency.

13)

Was the starting point of the successful starts changed from "Since March 20" (as stated in GPC's April 9,1990, letter) to " Subsequent to this test program" (as stated in the April 19, 1990, LER) in order to place the IB diesel trips on March 22 and March 23 (start numbers 13'2 and 134) prior to this new starting point of the count?
