BOB COOK, YIN Bob Cook, Yakima Indian Nation (YIN) called 7/8/92 p.m. regarding the 7/16/92 DOE meeting in Richlaad, WA on the status of plans i

f or processing and disposing of Hanford double-shell tank wastes.

Mr. Cook questioned who was responsible for setting the date of.

the meeting, noting that it conflicts with a separate DOE mreting of the Task Force on Radioactive Waste Management on public trust and confidence.

These meetings are being held at the same time and location.

This conflict mak es it dif ficult for the interested parties (WA/OR & YIN) to participate in both meetings.

I told him I was not involved in the setting of the meeting date and it most likely was mutually -agreed upon by the DOE participants and NRC attendees.

He then wanted to know who the NRC participants would b e.

I told him I didn't have specific names at the time. but most likely staf f from LLWM and OGC.

Mr. Cock insisted ' the meeting was really NRC's meeting, not DOE's meeting, because of the petitions NRC has in-house from WA, OR and YIN.

I responded that it was. in fact. DOE's meet 2ng and that NRC was noticing the meeting in the F.R. because DDE was not planning to notice it.

I inf ormed him that I had f axed copies of the F.R. notice and the 6/11/92 letter from Bernero to Hunter.

DOE to the States and Tribe merely in an ef fort to let them Enow as early as possible of the meeting so that they could mat e arranoements to attend.

I also informed him NRC did not plan to address the petitions from the States and Tribe at this meeting.

Mr. Cook stated NRC was taking too long to make a decision on the petitions and noted that NRC had ~ " lost" the YIN petition, which was dated almost a year ago. I inf ormed Mr. Cook that OSP was not aware of the YIN petition until late last year.

When I did become aware of the fact. I called Russell Jim, YIN and he clarified that it was not related to the States petition.

I at that time apologized f or the delay and indicated that the YIN petition was being processed by the Agency.

Mr. Jim noted that perhaps the YIN should have cc'd the Of fice of State Programs.

I indicated that our own NRC distribution should have picked up on this and included OSP as a matter of course.

Also, Mr. Cook questioned whether or not OSP would be attending the 7/16/92 meeting in Richland.

I told him I would be unable to because of previously-scheduled leave.

He expressed the opinion that someone from OSP should be in attendance at the 7/16/92 meeting in the interest of the States and Tribe.

I told him I would be representing the Tribes
