SUMMARY

REPORT - THREE HUNDRED AND NINETY SIXTH MEETING 0F THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, APRIL 15-17, 1993, AND OTHER RELATED ACTIVITIES OF THE COMMITTEE During its 396th meeting, April 15-17, 1993, the Advisory Committee on Reactor Safeguards (ACRS) discussed several matters and completed the following reports and letter, as noted.

HIGHLIGHTS OF KEY ISSUES CONSIDERED BY THE COMMITTEE l.

Current License Renewal Issues Introduction 1

Mr. Lindblad, Chairman of the Plant License Renewal Subcommittee, noted that this was a continuation of the Committee's March discussion on current license renewal issues. At that time, NUMARC was not prepared to comment on SECY-93-049, Implementation of 10 CFR Part 54, " Requirements for Renewal of Operating Licenses for Nuclear Power Plants."

f NRC Staff Presentations Representatives of the NRC staff briefed the Committee on changes'they are recommending to SECY-93-049 since March 1993 ACRS meeting as a result of comments from the ACRS, NUMARC, and the Commission.

A representative of HUMARC discussed their concerns with the proposed.

license renewal process.

Resolution of SECY-90-016 Follow-on Issues Introductory Comments Mr. Wylie, Chairman of the Improved Light Water Reactors Subcommittee, L

3 noted that the proposed staff resolution of SECY-90-016 follow-on issues is delineated in SECY-93-087, dated April 12, 1993.

In this SECY paper, the staff presented the Commission with proposed final positions-pertaining to evolutionary and passive LWR design certification policy issues.

The staff has taken positions on 20 of these issues.

They have also determined that 9 issues are not policy issues and the staff does not anticipate any future interactions with the Commission on these issues.

On the remaining 13 issues, the staff will discuss its final position in future Commission papers.

NRC Staff Presentation Representatives of the NRC staff discussed the resolution of the previous ACRS, industry, and vendor comments.

Conclusions The Committee prepared a report on this matter to Chairman Selin, as noted above.

Safety Goals /Larae Release Mr. Charles Ader, Office of Nuclear Regulatory Research, discussed the staff's efforts to develop the definition of a large release -for consideration in the implementation plan for the Commission's Safety Goal Policy. The staff requested that efforts on-this matter be terminated.

Conclusions The Committee prepared a report on this matter to Chairman Selin, as noted-above.

SALP Proaram Mr. Carroll, Chairman of the Plant Operations Subcommittee, noted that the NRC staff is proposing a' final set of changes to the SALP program, pursuant to the direction of the Commission.

EC Staff Presentation Representatives of the NRC staff discussed their proposed changes to the SALP program as a result of receiving comments on. a proposed set of :

changes to SALP (SECY-92-290)-.

NUMARC Presentation A representative of NUMARC made some preliminary comments on the proposed changes.. It was noted that the SECY document delineating the proposed

. changes-to the SALP program was just made publicly available the day of this meeting; therefore, NUMARC has not had time to evaluate the changes.

A detailed evaluation will be provided in the near future.

5.

Report of the Plannina and Procedures Subcommittee Meetino on April 14.

1993 The draft minutes of the April 14, 1993 Planning and Procedures Subcommittee meeting were discussed. There was general agreement with the minutes of that meeting.

6.

Reaulatory Guides for Implementation of 10 CFR Part 20 i

Dr. Wilkins, Chairman of the ACRS Subcommittee on Occupational and Environmental Protection Systems, reported the results of a joint subcommittee meeting held with the ACNW working group represented by Dr.

D. Moeller on March 26, 1993.

The joint subcommittee working group reviewed the three final regulatory guides that implemented 10 CFR Part 20, " Standards for Protection Against Radiation."

The three guides reviewed are listed as follows:

Meetina with the Director of the Office of Policy Plannina Richard Vollmer, Director of the Office of Policy Planning (OPP), briefed the Committee on the Charter and the accomplishments of the Office since it was set up in July 1992.

Maintenance Guidance Documents I

The Committee was briefed by representatives of the NRC staff and NUMARC on the implementation guidance for the maintenance rule.

Conclusions The Committee prepared a report on this matter to Mr. Taylor, as noted above.

Generic Issue 152. "Desian Basis for Valves that Miaht be Sub.iected to Sianificant Blowdown Loads" Mr. Michelson discussed a proposed letter on the prioritization of GI-152.

He noted that this matter was prompted by the Committee's concerns delineated in a letter on MOVs on May 9, 1989, and on November 20, 1989, on HPCI and other MOVs that may be required to close against a high differential pressure and/or high flows associated with large pipe breaks.

Conclusions The Committee prepared a report on this matter to Mr. Taylor, as noted above.

Reactor Operatina Experience Mr. Fred Hebdon, Office of Nuclear Reactor Regulations,. and Mr. Tom Plunkett, Vice-President of Florida Power and Light, discussed the effects of Hurricane Andrew on the Turkey Point Nuclear Power Plant.

Conclusion 1 This was a brlefing only.

No ACRS action was taken at this meeting as a result of this briefing.

Reconciliation of ACRS Comments and Recommendations i

The Executive Director for Operations' (ED0's) responses to previous ACRS reports were discussed as follows:

E00 letter, dated April 7,1993, responding to the ACRS report dated March 18, 1993, concerning " Advanced Boiling Water Reactor (ABWR)

Review Schedule."

The ED0 letter did address the Committee's comments.

" Incident Investigation Options Reporting to the Commission."

The EDO letter did address the Committee's comments.

ED0 -letter, dated March 24, 1993, responding to the ACRS report dated February 19, 1993, concerning " Issues Pertaining to the Advanced Reactor (PRISM, MHTGR, and PlVS) and CANDU 3 Designs and their Relationship to Current Regulatory Requirements."

The ED0 letter did address the Committee's comments.

ACRS Subcommittee Activities ACRS Reaional Proarams Dr. Shewmon made a brief report on the visit of the Regional Programs Subcommittee to the Region II Office on March 23, 1993.

Severe Accident Issues Related to the GE ABWR Dr. Kress reported on the Joint Severe Accidents Subcommittee meeting held on March 18, 1993. At that meeting, representatives of the NRC staff and GE discussed the outstanding and resolved severe accident and PRA-issues in regard to the Advanced Boiling Water Reactor Certification Review.

ABB/CE System 80+ Control Room Mockuo Mr. Wylie and Mr. Davis briefed the Committee on their visit to the dynamic mock-up of the ABB-CE Nuplex 80+ Advanced Control Room design.

Appointment of New Members The Committee agreed to recommend a slate of nominations for new members to fill the vacancy to be created when Dr. Shewmon's term expires in May 1993.

This slate was sent to the Commission for final selection.

15.

Subcommittee Meetinas During the period between the March 11-12, 1993 and the April 15-17, 1993, ACRS meetings, the following Subcommittee meetings were held:

Severe Accidents - March 18, 1993 The Subcommittee began discussion 'of severe accident issues in regard to the Advanced Boiling Water Reactor Certification Review.

Reaional Proarams - March 23, 1993 The Subcommittees discussed the activities of the NRC Region 11 Office.

7 Plannina and Procedures - April 14, 1993 The Subcommittee discussed proposed ACRS activities, practices, and procedures for conducting Committee business, and related matters.

Qualifications of candidates nominated for appointment to the ACRS were also discussed.

16.

Future ACRS Activities The following activities were scheduled for the 397th ACRS Meeting, May 13-15, 1993, Bethesda, Maryland:

Proposed Resolution of Generic Issue 105. "Interfacina Systems LOCA in LWRs" - The staff will brief the Committee on its resolution of Generic Issue 105, " Interfacing Systems LOCA in LWRs."

PRA Workina Group Activities - The Committee will review and comment I

on a draft report on the use of PRA in the regulatory process prepared by the PRA Working Group. Representatives of the NRC staff will participate, as appropriate.

Proposed NRC Staff Plan for Comparina Safety Goals wich Reaulations

- The Committee will review and comment on a proposed NRC staff plan for using the Safety Goal Policy to-judge the effectiveness of the NRC regulations. Representatives of the NRC staff will participate, as appropriate.

Evolutionary and Advanced Reactor Schedules - The staff will brief the Committee on the schedules for the NRC review of evolutionary and advanced light water reactor designs.

Form and Content of a Combined License Application - The staff will brief the Committee regarding the form and content of the documents needed for a combined license application.

flackfit Considerations - The Committee will discuss the need for the NRC to amend the Backfit Rule.

Representatives of the NRC staff will participate, as appropriate.

Meetina with the NRC Commissioners - The Committee will meet with the NRC Commissioners to discuss items of mutual interest.

Meetina with the Director of the Office of Nuclear Reactor Reaulation - The Committee will meet-with the Director of the Office of Nuclear Reactor Regulation to discuss-items of mutual interest.

[uture ACRS Activities"- The Committee will discuss topics proposed for future consideration.

ACRS Subcommittee Activities - The Committee will hear reports and hold discussions regarding the status of ACRS subcommittee activities, including status of issues associated with the BWR vessel water. level instrumentation and use of advanced computer graphics in nuclear power plant design process.

Miscellaneous - The Committee will discuss miscellaneous matters related to the conduct of Committee activities and complet'e discussion of topics that were not completed during previous i

meetings as time and availability of information permit.
