CHAIRMAN SELIN'S COMMENTS ON SECY-93-107 I commend the staff for a thoughtful, comprehensive and clear analysis of the choices to be made with respect to responsibilities and funding for the HLW Licensing Support System (LSS).
As the staff has recommended, I approve the choice of' Alternative 3 for division of responsibilities between NRC and DOE for design, installation, operation and maintenance of the'LSS.
The cost savings to the public available through this option are far too great to overlook.
However, the staff should be thorough in its implementation of the controls necessary to gain the confidence of LSS participants and ensure the success of the LSS under this option.
With respect to funding, I approve Option 3 as recommended by the staff.
