SUBJECT:

MINUTES FROM THE NRC/NUMARC MEETING ON INDUSTRY FEEDBACK ON THE EXAMINER STANDARDS The purpose of this memorandum is to document the issues discussed during a meeting between the Nuclear Regulatory Commission (NRC) and the Nuclear Management and Resources Council (NUMARC) that was held on April 23, 1993, at the NRC headquarters in Rockville, Maryland. The purpose of the meeting was to obtain feedback from NUMARC on the staff's ongoing initiatives for the development and conduct of the operator licensing examination program. A list i

Mr. Robert Evans of NUMARC opened the meeting by thanking the NRC for the opportunity to discuss Revision 7 of NUREG-1021, " Operator Licensing Examiner Standards."

I provided the basis for several topics related to Revision 7 of NUREG-1021, including limits on the NRC's use of facility examination question bank items for the initial examination, the use of time compression during simulator scenarior, the effect of individual failures versus crew failures on the requalification program evaluation, the definition of "requalification exanination cycle," and whether facilities should be developing dynamic i

simulator scenarios that test shutdown reactor operations.

I provided further clarification on what types of actions would be considered "significant reactivity manipulations" for license applications, rtating that reactivity manipulations are significant if they produce a clearly observable plant response; as would be observed during startups, shutdowns, load changes and power level changes from one to five percent.

Mr. Evans indicated that there were no other issues that needed immediate attention.

The meeting concluded with both myself and Mr. Evans expressing our continued support for open communications between the NRC and NUMARC.
