SUBJECT:
SUMMARY
OF MEETING WITH THE NUCLEAR MANAGEMENT AND RESOURCES COUNCIL (NUMARC) ON SEISMIC SITING ISSUES On Thursday, April 22, 1993 a public meeting was held at the NRC headquarters in Rockville, Maryland, with NUMARC staff members to discuss some seismic issues related to the determination of plant shutdoun following an earthquake.
A list of attendees is attached to this memorandum as Enclosure I.
At issue was whether the OBE exceedance criteria specified in Electric Power Research Institute (EPRI) Report NP-5930 should be obtained from a " free field" seismometer or whether another in-structure instrument could be used.
The NRC staff reiterated that the free field condition was one of primary concern in the review and acceptance of the EPRI OBE exceedance criteria document because the development of the EPRI criteria was based on recorded free field data. Thus using data from seismometers located inside nuclear power plant structures to calculate the Cumulative Absolute Velocity (CAV) and Response Spectral Velocity (RSV) was deemed inappropriate.
During the meeting the staff made some additional comments which may be summarized as follows:
The implementation of the EPRI requirements for plant response to an earthquake is voluntary The use of the EPRI criteria is contingent upon the inclusion of the recommendations made by the staff in its review of the EPRI Reports NP-5930, NP-6695, and TR-100082.
