FIN L2291-2 TASK ORDER #3 PERFORM DAM SAFETY AUDIT AT THE JOSEPH M. FARLEY NUCLEAR PLANT ON THE CATEGORY I SERVICE WATER STORAGE POND EMBANKMENT 42, Houston County, Alabama
1.0 BACKGROUND
The NRC Dam Safety Program Plan defined in SECY-91-193, dated June 25, 1991, and noted as approved in a memorandum from SECY to the EDO, dated July 30, 1991, outlined the use of personnel from the Federal Energy Regulatory Commission (FERC) to provide technical and field support for the program.
This technical assistance was to be obtained through a Memorandum of Agreement and an Interagency Agreement. The Memorandum of Agreement was finalized on June 1,1992 and the Interagency Agreement was signed and finalized on September 2, 1992. Work under this Task Order is to be performed under the guidance of these two base documents.
2.0 WORK REQUIRED FERC personnel will perform a safety audit at the facility that will focus on the safety of the dam including the operation, maintenance, and any necessary emergency planning aspects based on the dambreak hazard potential downstream of the facility. The inspection will focus on the conformance of the facility with respect to the Federal Guidelines for Dam Safety (FGDS), June,1979, the various NRC guidance documents relevant to dam safety, and other documents incorporated into the NRC Dam Safety Program, such as NRC Regulatory Guide 1.127, " Inspection of Water-Control Structures Associated with Nuclear Power Plants." These documents have been identified in the Memorandum of Agreement between FERC and NRC.
FERC will provide the results of the audit in an audit report provided for in the Interagency Agreement.
3.0 REPORTING REQUIREMENTS 3.1 Quarterly Letter Status Reports This task shall be summarized in the Quarterly Letter Status report, along with any other active task orders that are to be submitted by FERC to NRC, under the provisions of the Interagency Agreement. The entry for this Task shall be by the assigned Task Order Number.
3.2 Technical Letter Reports FERC shall prepare a draft and final technical letter report in accordance with the provisions of the Interagency Agreement which reports the results of the operation audit performed on the facility.
The report format shall conform to the format identified in the FERC Operating Manual for Inspection of Projects and the Supervision of Licenses for Water Power Projects.

Five (5) copies of the report are to be submitted.
i 4.0 SCHEDULE This Task Order is targeted for completion by March 31, 1993. However, circumstances such as other FERC commitmer.ts and the weather may result in schedule slippage.
5.0 MEETINGS!AND TRAVEL The major audit effort for the Task Order is contemplated for assignment to the Atlanta Regional Office of FERC.
It is expected that the audit will be conipleted during a single field visit by the FERC personnel. One meeting is anticipated that would be held either in Atlanta or in the Washington, D.C.
area after completion of the report.
6.0 NRC FURNISHED MATERIALS NRC will furnish FERC with all relevant reports, data, and information retrievable from NRC records for executing this Task. NRC will also initiate and obtain any additional information from the licensee that will be necessary in the preparation for and the execution of the audit defined under this Task.
7.0 PERIOD OF PERFORENCE The period of performance for the work specified in.the Task shall begin the date of execution of the Task Order and shall continue through June 30, 1993.
8.0 TECHNICAL DIRECTION The NRC Dam Safety Officer is John T. Greeves (301/504-3334). The Technical Monitor (TM) is Robert E. Shewmaker (301/504-2596).
9.0 ESTIMATED LEVEL OF EFFORT The estimated effort for this Task is as follows in terms of person-days of effort. These include preparation, travel, inspection, report preparation, meetings, and issuance of a final report.
