Letter to NRC Document Control Desk from G. R. Horn (NPPD) dated March 29, 1993, " Violation Response for Failure to Post Fire Watch on Inoperable Thermo-Lag Fire Barriers (298/9305-01)

During the veck of February 1, 1993, the Nuclear Regulatory Commission (NRC) conducted an in pection (NRC Inspection No. 50-298/93-05) of the fire protection program at Cooper Nuclear Station (CNS).

During this inspection, it was noted that radirnt anergy shields in the Cable Spreading Room, which utilized Thermo-Lag 33J material, had not been declared inoperable nor was a fire watch assigned as a compensatory measure.

In Reference 1, the Nebraska Public Power District (31 strict) provided additional information to the NRC supporting the District's position that the subject cable enclosures were qualified as non-rated energy shields.

In subsequent communications, the District requested the NRC to review this information and to provide feedback as to the adequacy of the information to support the District's position.

Since the time of this request, and the submittal of Reference 2, the subject non-rated radiant energy shields (located in the Cable Spreading Room at CNS) have been modified to remove the Thermo-Lag 330 material in question.

Accordingly, the District hereby uithdraws its request for NRC review of the information contained in Reference 1.
