PARTIES' MARCH 15. 1993. JOTNT PROGRESS REPORT This (fifth) joint progress report responds to the Licensing Board's request in its May 7, 1992, Memorandum and Order (Memorializing Prehearing Conference), ASLBP No. 91-641-02-ML, that "the parties should provide the Board with a [ bimonthly) joint progress report on their activities for meeting the prehearing schedule."
This report has been reviewed, and found acceptable, by Citizens Against Nuclear Trash (Intervenor), NRC Staff Counsel, and Louisiana Energy Services, L.P.
(Applicant).

License Application Status i
The following information and issues related to completion of the NRC staff's Safety Evaluation Report (SER) and Draft Environmental Impact Statement (DEIS) remain outstanding.

On March 15, 1993, LES submitted responses to requests for additional information dated December 23, 1992 concerning the Criticality Safety Engineering Report (CSER), except for the Mobile Pump Cart criticality 9303300227 930315 i

safety analysis.
This analysis will be submitted by LES to the Staff by April 8,
1993.
B.
Seismic and accident analysis information, including classification of structures, systems, and components, in addition to the information supplied in LES' responses dated December 10, 1992, will be submitted by March 31, 1993.
C.
The NRC staff is reviewing plans, detailed in LES' letter to the NRC dated December 14, 1992, for the depleted uranium hexafluoride that will be produced at the Claiborne Enrichment Center.
D.
The NRC staff is reviewing LES' revised Emergency Plan, submitted in annotated form to the NRC staff on January 29, 1993, and formally distributed on February 11, 1993, in response to requests for additional information dated November 20, 1992.
Minor corrections and clarifications will be made to the Emergency Plan by April 2, 1993, as discussed with Dr.
L.
Roch6 on March 11, 1993.

The NRC staff is reviewing LES' revised License Application Section j, submitted March 10, 1993, which

These dates are, however, subject to change if current submission and review schedules are not met.

The hearing on technical issues will start January 20, 1994 (3 weeks following filing of prefiled testimony);

DISCOVERY 4
Discovery activity involves Intervenor's responces to Applicant's Interrogatories served on Intervenor August 11, 1992.
December 2, 1992:
Intervenor answered some of Applicant's August 11 Interrogatories and objected to f
others.
December 24, 1992:
Applicant filed a Motion to Compel Discovery I
from Intervenor.
February 2, 1992:
The Licensing Board ordered Intervenor to answer some interrogatories and ordered the parties to establish a schedule to answer other interrogatories which were the subject of Applicant's Motion to Compel.
February 17, 1993:
Intervenor proposed to answer some interrogatories by March 19, 1993, and the remaining interrogatories by sixty days prior to the close of discovery.
February 22, 1993:
The Licensing Board ordered Intervenor to answer interrogatories in accordance with the proposed schedule. 9

i The status of Intervenor's Contentions has not changed in the last few reports and is omitted from this report.
