RE: 20 WC Overnacks Further to the meeting between Nordion & your staff at the U.S. NRC offices on 1992 December 2, this letter will confirm that Nordion will be using, for all subsequent Gammacell 40, GC-1000 &
GC-3000 shipments / moves, the 20 WC overpacks. Attached, for your information is the AECB Certificate regarding this package. Please note, as agreed, that Nordion has not shipped to the U.S.A. any GC-40 units without overpacks, since 1993 February 19.

subject to the following provisions.
All users of this authorization shall register their identity in writing with the Atomic Energy Control Board prior to the first use of this authorization and shall certidy that they possess the necessary instructions for properation of the package for shipment.
This certificate does not relieve the shipper from any requirement of the government of any country through or into which the package will be transported.
PACKAGE IDENTIFICATION cammacell 40 MK3 Irradiator.
PACYAGE DESCRIPTION The Cammacell 40 MK3 Irradiator, as described on Nordion International Inc.,
drawing nos. A08924 and A08989, consists of two steel-encased, 152 mm thick lead-shielded source heads. Each head is completely wrapped within Knowool thermal insulation encased in polyethylene sheet. Each wrapped head is installed in the cavity of a USDOT specification 20WC-5 package as shown on Pacific Nuclear Drawing No. 2315-103, rev. O.
The containment system for each head consists of the source capsule, the source drawer, the shipping source end plate and spacer, and the steel-encased lead-shielded body.
Each package is 1041 mm high by 1306 mm diameter. The approximate mass for each package is 1740 kg.
Tnere are two packagen (upper and lower head respectively) in each shipment.
The package shall bear the competent authority identification mark "CDN/2067/B(U)-85".

p AUTHORIZED RADIOACTIVE CONTENTE The package is authorized to contain not more than a total of 148 TBq (4,000 ci) of cesium-137 in the form of cesium chloride cortpressed powder pellets contained within two AECL C161 Type 8 or Amersham Type X.2161 (Nordion C-440) double-walled welded stainless steel capsules (one capsule in each irradiator head).
