Your DRO Eulletin 74-3 requested notification of our schedule for and the date when detailed programs and procedures would be available for inspection of certain seismic Category I vessel support members at Monticello Nuclear Generating Plant.

The drafting of " detailed progra'm and procedures" and more particularly their prior " availability for RO inspection" poses difficulty to the schedule of activities remaining in the current. refueling outage if the requested inspec-tion is to be accomplished prior to the resumption of operation. Therefore we believe the most responsive course of action for the Monticello facility would be to make the requested inspections prior to the conclusion of the present outage, with records of these inspections to be made available for

  • subsequent RO inspection review.

Accordingly, we intend to proceed with the inspections in the immediate future and during the current outage. Seismic support systems for the Monticello reactor vessel consist of the reactor vessel support skirt and the horizontal stabilization system. Monticello has a one piece vessel support skirt with no assembly or support bolting inside primary containment and therefore no inspection of the skirt structure appears to be warranted. We intend to inspect all accessibic portions of the horizontal stabilization system within the dry well. The sway bar supports between reactor vessel and biological shield, including pin and bolt attachments, will be visually and ultrasonically inspected. The related A frame structure between biological shield and dry ,

well vall, including attachment bolting, vill be visually inspected.

Should any failures be disclosed by this inspection they will be reported in accordance with the requirements for " Abnormal Occurrences." Records of these inspections will be made availabic on site at the conclusion of the outage.
