t-MONTICELLO NUCLEAR GENERATING PLANT DOCKET 50-263 LICENSE NUMBER DPR-22 Dear Dr Morris Please consider this letter as a supplement to the one transmitted to you on November 5,1971 regarding Monticello Nuclear Generating Plant activities. During this period, Mr L 0 Mayer has directed his efforts toward developing the specific missions and priorities for the Nuclear Support Services group and analyzing the interrelationships between this staff group and the operating and engineering groups.
The first of several employees who will be members of the Nuclear Support Services group, an " Engineer, Nuclear" from the Monticello Plant with a Master's degree, has already been assigned to these duties.
In addition, the managements of the Monticello Plant, the Power Production Department, and the Plant Engineering Department are concurrently studying the structure of their organizations to more effectively cope with a broad range of nuclear plant activities.
l We have set the highest priority on an initial buildup of Mr Mayer's i
group with several people who have Monticello Plant operations experi-l ence and knowledge of plant systems and equipment. This will serve at an early date to broaden the management review function independent of the line organization, will provide a more direct means of communication with your group on significant nuclear plant activities and licensing matters, and will provide liaison with the various NSP groups as neces-sary for timely resolution of situations which require sunport outside of the plant operating group.
As we gain experience, we can more accurately define the additional personnel needs for the Nuclear Support Services group, and, of course, we are currently trying to hire additional people f rom outside the Company.

These changes and any additional personnel requirements will then be promptly pursued.
We are considering a possible change in the point in the NSP organization to which the Monticello and Prairie Island Safety Audit Committees report to make them even more independent of the line rrganization.
They are presently advisory to the Vice President - Power Production and System Operation.
In the meantire, Mr Mayer will attend Safety Audit Committee meetings and will follow the other activities of these groups.
Several Northern States Power Company and General Electric Company repre-sentatives met with members of your organization on November 16, 1971 to present further information on the design and flow testing of steam line flow restrictor devices. They also presented a field design modification to correct deviations experienced in differential pressure indications.
Mr Mayer called Mr Benaroya on November 17, 1971 to advise him that steps have been taken to initiate and complete this design modification on all four steam flow restrictors.
The preliminary field work here has begun.
A level sensing instrument is being installed in the off-gas loop seal line as well. This device will sense a loss of the water leg in the loop seal line and will actuate closure of the existing isolation valve in this line if the seal is lost.
Mr Mayer will prepare a summary of the NSP engineering and technical personnel resources available for nuclear plant operations support.
He will maintain contact with your group on the progress in forming his organization and will transmit to you the personnel resource in-farmation as it becomes available and as people are added to his group.
