The findings and conclusions > of the SALP Board are documented in

Report No. 50-155/90001 and were discussed with the licensee on

July 16, 1990, at the Edgewater Inn, Charlevoix, Michigan

.While the meeting was primarily a discussion between the licensee

and NRC, it was_open to members of the public as observers.

Comments Received from Licensee

Consumers Power Company's. August 6, 1990 response to the Big Rock Point

-Initial SALP 9' Report dated July 6,1990, included several comments that

have resulted in a minor revision to the Initial SALP Report. These-

i

changes are listed in Enclosure 2 and the revised pages are included as

Enclosure 3.

The affected pages of the Initial SALP Report should be replaced with

l

the~ corrected pages included in Enclosure 3.

While we acknowledge that you are making improvements in your security

program, we did not conclude that those improvements warranted a 'SALP 2 -

Improving rating at this time. We encourage you to continue your efforts

to upgrade your security program.

No changes.were made to the SALP

report for this consnent.

We acknowledge your connent that the improved performance incentive-

program was not suspended.

The fact that the Reactor Engineering and

Emergency Preparedness Departments were added to the program was not made

,

-known to the NRC until your response to the SALP report. This same

acknowledgement applies to your connent that the surveillance audits

actually contained a "walkdown" inspection of all of the E0Ps (E0P 1,

2, 3,'4; and EIP 2, 3, 4, 5, 6) along with interviews with Operations

and Training personnel.- Our evaluation of the new information provided in

your response did not change the conclusions stated in the initial report;

therefore, the initial SALP report will not be revised.

Our concern with the condenser in-leakage test and the subsequent release

of radioactive gases to the turbine building was with the quality of the

management oversight and planning for_ this work, rather than with the

'

minor' contamination which resulted from the~ event.

No changes were made'
