Mr. Perkins received his Bachelor of Science degree from the State University of New York at-Binghamton in 1964 and his Master of Science degree from A; burn University in 1967.

PREVIOUS AWARDS:

Mr.-Perkins received a Presidential Meritorious Executive Rank Award in 1988 and -the Commissioners' nomination for the Congressional Excalibur Award in 1988.

He also received SES bonuses in 1984, 1986 and 1989.

Mr. Perkins has significantly improved the NRC's_ ability to regulate the 1

- nuclear. reactor industry in order to protect the public health and safety--

and.the environment from radiological incidents._ During his eight year tenure.as a member of the Senior Executive Service, his work in two areas --

incident response and operator licensing -- has greatly enhanced the NRC's cbility to perform its pubile health and safety mission.

1 From 1982 to 1987, Mr. Perkins served as Chief of the Incident Response Branch.

In that capacity, he was responsible for the NRC's nationwide program for emergency i jonse to radiological incidents involving NRC-licensed activities. He was responHr for both the development and implementation of regulatory policy pe:.aining to the NRC's incident

' l response capability.

In addition, his Branch served as the NRC's incident i

response interface with the Federal Emergency Management Agency and other Federal agencies, and managed the NRC's: Emergency Operations-Center.

- Mr. Perkins managed the design and construction of one of the finest civilian emergency operaticris centers in the world. Moreover, the training program developed under his direction has been used by countless NRC personnel and in courses for the Federal Bureau of Investigation and other Federal agencies. Mr. Perkins also contributed to the overall Federal plan for emergency response and assisted State and Federal agencies with their procedures. Largely through his effoits, NRC's performance in the Federal

. field exercises was recognized as outstanding.

p t.. Perkins' numerous contributions to the NRC's incident response program exemplify his innovatior end creativity, and are the result of his personal involvement and manar;4 ment capability. They have greatly enhanced the NRC's capability to respond to radiological incidents and tu protect the bealth and safety of the public.

Since 1988 Mr. Perkins has been the Chief of the Operator Licensing Eran.:is.

In that capacity, he is responsible for the nationwide program for the licensing of nuclear reactor operators pursuant to Part 55, " Operator's Licenses," of Title 10 of the Code of Federal Regulations. He is responsible for both the development and implementation of regulatory policy pertaining to the licensing of nuclear reactor operators, which involves the administration of over two thousand operator license exM.dnatiens per year.

Perkins made a substantial number of improvsments to the operator licensing program. Among these improvements were the development of " Operator Licensing Examiner Standards," which establish the procedures and pract kes for examining license candidates and assures the equitable and 1

consistent administration of examinations; the institution of the " Generic fundamentals Examination Section," which provides for the administration of the non-plant-specific portion of the written examination for candidates for new licenses at the NRC's regional offices; and modifications in I

the requalification examination process which reduced the number of examiners required for the plant walk-through portion of the examination.

,.c These and numerous other changes to the NRC's operator licensing program are indicative of Mr. Perkins' problem-solving ability and initiative, and

-are the result of his personal involvement and leadership. They have resulted in a significant reduction in the NRC's resources needed to conduct the operator licensing e aminations end, at the seme time, have provided continued assurance that tte candidates are properly qualified to operate the plants.
