We have received the enclosed communication from Ivan W. ' ith, Chairman, i Atomic Safety and Licensing Board. It includes a letter from Michael C. Sinclair, alleging deterioration in New Hampshire's emergency response capability as a result of reduced staffing in State government.

Please examine this allegation to determine the facts of the matter and whether they affect the adequacy of New Hampshire's preparedness for the Seabrook Emergency Planning Zone.
