,In:accordance with 10 CFR 20.405(a)(1)(IV) and (a)(2), GE Nuclear Fuel and Components'. Manufacturing (NF&CM) hereby submits the required written report for the July 8, 1990,: incident involving

' lightning-damage to the. Criticality Warning System.(CWS).

Keenan.to the.NRC Operations Center. in accordance with.10 CFR'20.403(b)(4).because damage to property' exceeded $2,000.

On. July 8, 1990,.at approximately,0400 hours0.00463 days <br />0.111 hours <br />6.613757e-4 weeks <br />1.522e-4 months <br />,.a severe thunderstorm produced lightning induced damage to the electronics of;the CWS covering part of the outside storage areas.

All movement of SNM in the affected. storage areas was prohibited and personnel were restricted from entering these areas without Radiation Protection surveillance and the appropriate survey

equipment.

Work began.immediately to provide CWS coverage of the affected areas ~vith temporary monitors until repairs could be 6

made.- 'This temporary monitoring coverage was accomplished on 7/8/90,.by approximately 2000 hours0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> to all locations except for the-Process = Lagoons which were evacuatod, and the' fenced area vas

. locked.-

Repairs to this system were completed by approximately 0900 hours0.0104 days <br />0.25 hours <br />0.00149 weeks <br />3.4245e-4 months <br /> on 7/9/90.

These actions provided the required CWS

' improved CWS design configuration in order to minimize the risks associated,with lightning.and'ha,,d installed one of-the new units-at the waste treatment facility.

This improved design consists of monitoring electronics anf detectors' isolated in specially idesigned metal enclosures with lighting suppressors.

Installation of this equipment was completed on 8/3/90, and we believe that.

thiscnew system will significantly reduce the risk of a similar

type of recurrence.

The' estimated cost of t's damage incurred from the 7/8/90 lightning strike-including labor and parts was lesc than $10,000.
