SUBJECT:

AVAILABILITY TO INDUSTRY OF THE INEL TEST HESULTS ON GENERIC ISSUE 87 MOTOR-OPERATED VALVES At the meeting with the BWR Owners Group on August 1, 1990 the representatives of the BWROG indicated that they were being delayed in their efforts to evaluate the test results by a lack of valve measurement data and test results.

At the risk of appearing defensive I want to state'the following:

1.

On May 17, 1900 3S59-page-(8-volumes) report of the INEL Phase II test data, with explanatory comments and conclusions (EGG-SSRE-8970), was placed in the NRC PDR.

2.

This same report was distributed by INEL to the industry (about 25 copies) about a month previously.

3.

The digitized data from the INEL test results, which is the useful form of the test data from the viewpoint of data analysis, was also made available to the industry in April, 1990.

This digitized data is contained on 28 tapes and each tape contains 20 megabytes of computer data.

So far, INEL l

has received one request for this data from an industry l

representative, dated July 27, 1990.

4 EPRI submitted their plan for making detailed measurements i

of the valves (as the industry representatives requested at the public meeting organized by NRC on April 19,1990 to o

l present the INEL test results) to INEL within the past two I

weeks.

EPRI indicated that they will not have sufficient funds from industry sources to complete the measurements this year.

EPRI has asked NRC to provide the needed funds l

($25K) to make the measurements immediately.

Otherwise, EPRI will wait until January, 1991 to make their l

measurements.

NRC has expended considerable resources for public meetings, l

preliminary reports, etc., to make the-results of the INEL l

tests available to industry at the earliest possible time.

As you can see from the above, there is a huge amount of L

data to be' analyzed.

A draft of the analysis and conclusions report of the GI-87 Phase II blowdown tests was received on July 31, 1990 from INEL.

RES intends to make that summary report available to the industry within 90 L

days.

NRC funds were recently provided by RES to INEL to construct a second report from the Phase II test results concerning the Qualification and benchmark tests.

INEL is also using a l

load simulator to test DC motor operators under simulated blowdown conditions.

The results of both of these efforts is scheduled to be completed in March, 1991.
