1.0 INTRODUCTION

l By letter dated June 12, 1990, The Pennsylvania State University (Penn l

State) requested on amendment to the Appendix A Technical Specifications 1

of Facility Operating License No. R-2 for the Denn State Breareale Reactor facility (PSBR). The amendment would mcdify the Technical Specifications I

to elimirate the pocition of Deputy Director and add the position of Manager of Operations and Training to the organizatien of the PSBR.

l 2.0 EVALUATION l

The person holding the position of Deputy Director of the PSBR has retired i

and the licennee has decided to distribute the duties of the Deputy Director l

to the positions of Manager of Operations and Trainirg, Manager of Engineering l.

Services, and Administrative Aide. Because the sosition of Manager of 0)eretions and Trairing is the only one of the t1ree sositions concerned with tie operatien of the reactor and protection of the pu)11c health and safety i

and the environment, it is the only one that will appear in the Technical Specifications. The Manager of Operations and Training will be responsible for reactor operations and compliance with the provisions of the facility license.

Like the eliminated position of Deputy Director, the person in the position of Manager of Operations and Training shall meet the qualifications for Level 2 Management as stated in ANSI /ANS 15.4, " Selection and Training of Personnel for Research Reactors." The span of control of the Manager of Operations and Training is more limited than that of the Deputy Director thus allowing increased attention to reactor operation and protection of public health and safety and the environment.

As with the position of Deputy Director, the Director of the PSBR can at any time temporarily delegate his authority to the Manager of Operations and Training who can in turn delegate his authcrity to a qualified Senior Reactor Operator.

Becaure the requested changes ensure that a qualified person will continue to be in charge of the heelth and cafety aspects of reactor operation, the staff finds the change to be acceptelle.

This change is administrative in nature and will not create or affect any accident or change any margin of i

~2-w 3.0 ENVIRONfiENTAL CONSIDERATION This amendment invnives changes in the category of recordkceping, reporting, and administrative procedures and requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant' to 10 CFR 51.22(b), no environment inpact statement or environmental assessment need be prepared in connection with the issuance of th's amendment.

4.0 CONCLUSION

The staff h~as concluded, based on the considerations discussed above, that:

(1) because.the aniendment does not involve a significant increase in the probability or consequences of accidents previously evaluated, er create the l*

possibility of a new or different kind of accident from any accident previously evaluated, and does not involve a significant reduction in a rargin of safety, j

the amendment does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public wil? not be j

endangered by the proposed activities, and (3) such activities will ne conducted in compliance with the Commission's regulations and the issuance of this I

amendment still not be inimice! to the cornon defense and security or the' health and safety of the public.
