Task Order No. 011 Entitled, "ADP PIanning, Requirements Analyses, and Preliminary Design Studies", Under Contract No. NRC-33-89-132 In accordance with the task order procedures of the subject contract, this letter definitizes Task Order No. 011.

This effort sha'l be performed in accordance with the enclosed Statement of Work, the contractor's proposal for this Task Order No. 011 dated June 15, 1990, incorporated herein by reference, and the June 28, 1990, telephonic changes as detailed below:

- Under travel costs, the total estimated cost is reduced from

"$1,350.00" by "$30,00" to "$1,320.00".

- The period of performance commencement date for this task order is changed from " June 18, 1990" to " June 29, 1990".

Task Order No. 011 shall be in ef fect from June 29, 1990 through June 31, l

1991 with a total cost ceiling of $92,503.65.

The amount of $87,265.78 r_

represents the total estimated reimbursatile costs and the amount of 55,237.87 represents the fixed fee.

Title:

ADP Planning, Requirements Analyses, and Preliminary Design Studies A. Background During the past year the Office of Information Resources Management's System Development Branch initiated several projects to develop ADP plans for user offices.

Both projects were subsequently redirected or redefined.

In one case, an indepth requiremet.ts study led to the conclusion that a nearterm, major overhaul of the ADP environment was justified.

Subsequent analysis showed that with relatively minor expenditures on hardware and software, an acceptable-

" interim solution" could be implemented.

The other study led to the corfclusion that at least one division in the office could significantly improve productivity by providing technical staff direct access to letter quality printers.

Based on these studies, we have concluded the following: If IRM is to

' continue with an " Office Studies" project or program that is responsive to users' expectations, the program must be ficxible.

Studies should be of fairly short duration, should identify cost-effective projects or actions, and _ result in en "ADP product," e.g., a requirements study, including alternatives, that could be used directly to initiate system design, or a preliminary design and identification of a proposed application hardware / software configuration, Flexibility is critical.

For some studies, it is very easy to inntify ti e.. A P,,

l study direction and follow it through. For others, circumstances may require that the study be redirected "in flight."

In particular, the offices may not want the study deliverable to be a high level plan.

If problems or requirements are identified, the. offices expect a solution to be identified and implemented.

finally, the scope of the projects may of ten transcend the traditional ADP software applications / systems studies.

For example, both of the projects led to'an emphasis on improving the word processing environment.

B. Scope of Work i

The contractor shall provide a person and the necessary materials to conduct ADP-related studies, to document results, and to prepare reports in a professional, methodical manner.

Potential projects to be conducted over the next year are: Requirements analysis for PC, minicomputer, or mainframe ADP systems; Division of Security l

system (s) requirements; Study of IBM System-36 usage and alternatives (this would involve both IRM divisions); Requirements analysis for the Office of Government and Public Affairs' PC-based systems, Requirements study of the Public Document Room's text database and access system (currently maintained under the 20NAR contract); and a study of the Division of Contracts and Property Management requirements.

Each would be unique and have to be approached differently.

Most studies would require.a two phase response be p[rovided by, the

contractor.

NRC would identify a study topic. The contractor wcM d spend two weeks or less determining the scope, including study length and resources j

required, and present a proposal to the NRC. This time would be billable.

Phase two, the study itself. would begin after NRC review and go-ahead.

There will oe some time between phases 1 and 2 which will not be billable to this task order. Thus, in effect, this task order will not require a fulltime manycar.

It is the Syrtem Development Branch's intent to assign the contractor to perform work on otner task orders during the NRC review period.

Given the backlog of requests, T.O.13, PC systems development and maintenance, could make good use of " downtime support."

Work shall be performed both on and off site.

C. Work Reauirements The cMtractor shall have, or be able to develop in a short time, a broad knowledge of current services provided by IRM to offices and.IRM's plans for modifying or augmenting those services.

Generally this will involve'a short meeting with appropriate NRC staff or other contractor staff who are supporting NRC. Depending on the nature of the specific project, the following is a list of items that, depending 01, the project, it may be necessary for the contractor to became familiar with.

- previous studies, planning, and analysis in support of NRC's Shared Information Network (SINET, previously known as the Corporate Data Network)

- NRC's plans for replacing the IBM 5520 office automation system

- NRC studies of alternatives for reducing the number of differing-mainframe and minicomputer hardware platforms used by the agency

- NRC plans for moving systems currently on the mainframe to

minicomputers or to personal compute'rs, including Local Area Network-based systems

- NRC's NUDOCS document control system and planned enhancements 1

- Any ADp and office automation plans and requirements studies developed l

within the past two years for NRC offices

- A general knowledge of the various mainframe database management systems utilized by the NRC

- A specific knowlege of the content and applications currently operating on, or scheduled to be implemented in the NRC's Shared Information Network System During each study, the contractor will be expected to identify low cost, short term or interim solutions to pressing ADp problems uncovered.

D. Meetings and Travel This task will require weekly meetings with the NRC Task Manager to be conducted at the NRC's offices in Bethesda, Maryland. Local travel to user offices tri Bethesda, and Rockville, Maryland will be required. Travel to NRC reglenal offices may be required at some future date.

E. Deliverables Most projects wil.1 haveLthree deliverables: A proposal identifying i

resources, costs and schedules for the proposed project will be delivered at the end'of Phase 1.

Phase 2 will be concluded when the contractor submits a report. The format of the report will follow-that specified in the proposal k

submitted at the end of Phase 1.

Depending on the project, the final report may contain~ findings, conclusions, alternative'next steps, recommendations,

-preliminary designs, etc.

For each project (i.e., study, analysis, plan, etc. )

I All final versions of-all deliverables for Phase 2 shall be submitted in hardcopy and on a diskette in Wordperfect 5.0 format.. Graphics material may be submitted separately if they require sof tware beyond the, whilities of Wordperfect 5.0.

Written minutes of any meeting between office staff other than IRM and the contractor shall be provided to the task manager within one week of the meeting.

F. Reporting Requirements Deliverables specified are in addition to reports required under the terms of the contract.

H. Applicable Special Provisions 4/A I. Technical Skills Required i

The contractor shall have a background in performing requirements analysis. The contractor shall have experience in conducting systems or requirements analysis for both mainframe and personal computer-based systems.

The contractor shall be capaMe ~ f conducting studies, including following up on o

infonnation leads and obtaining the information to complement information provided by the office being studied, with a: minimum of supervision.

The skills of any contractor working on the " office studies"" should include i

the following:

  • Ability to perform either high level or a more detailed requirements analysis
  • Ability. to determine at a. preliminary stage in the requirements analysis

. whether the likely. configuration would be mainframe,. minicomputer, LAN, or standalone PC-based

  • General knowledge of strengths, weakness, aiid constraints associated with LAN-based applications

  • Ability to program PC applications -in NRC supported: languages such as Lotus, dBase III Plus, and Clipper
  • Good oral / writing skills Desirable skills would include the following:
  • Experience with Wordperfect macros and telecommunications The Labor categories' in this task order shall be limited to Systems Analyst / Senior Systems-Analyst.
