Backaround By amendment' application dated June 1,:1990, CE requested authorization for organizational changes.

Discussion The major changes proposed by CE are as follows:
1.
The Manager.of Production is responsible for control of the production s
process as it relates to the fabrication of fuel assemblies.
The Manager, l
Manufacturing Engineering, is responsible-for engineering activities related to the development and use of equipment and processes for the new facility.

The. qualifications-for the Manager, Production..will be a bachelor's t
degree in science or engineering with 3 years' experience.in-the nuclear industry.
License Condition No. 30 and Part I of the application requires the Manager,' Production, to have a. bachelor's-degree..in science or--
engineering and 5 years of experience.
The staff has determined that 3 years'-experience is acceptable and adequate'for the operation.
Since Condition 30 has been incorporated into Part I of the license application, Condition 30 can be deleted from the license.
The revised safety demonstration section of the application incorporates the resumes of the Manager, Production, and Manager, Manufacturing Engineering.
The staff has reviewed the resumes and concludes that the individuals assigned to the positions meet the education and experience requirements.

The' staff. concludes that the proposed changes are acceptable and will not adversely. affect the protection provided for the health and safety of plant personnel and the public or the envirorsent.. Therefore, the staff recommends j
that the amendment be approved.
The Region I Principal' Inspector has ne objection to this proposed action.
