This is in reference to your export license application dated January 18, 1990, (your reference WSH-010-90; our reference number XCOM1031) for the export of seventy-five-(75) mechanical plugs to. Yugoslavia. The plugs are for testing.'by the InstitutEza Elektroprivredu in Zagreb in a mock-up of a Bulgarian'. nuclear

The plugs were originally considered t'o be under the Nuclear Reaulatory Commission ls licensing authority in 10 CFR 110.8(a)(9) since they were " specially.

designed or prepared for'use in a nuclear' reactor...".
However, in Mr. Robert Keating's ~1etter dated July 23, 1990,- he has made it clear that, even though the test plugs are similar in appearance-to. the actual mechanical. plug's, the test plugs undergo a different fabrication process.~ and are not suitable for power-plant. application. Therefore, we believe that the test plugs:should be exported under the Department ' of Commerce export authority pursuant to their export Commodity Control No. 4363B.

NRC Approval for the Export of Mechanical Steam Generator Plugs
Dear Mr. Hauber:
Pursuant to a conversation between Ms. B. Wright and myself on this date; this is to request that special and urgent consideration be given to'a Westinghouse -
export application, number'XCOM-1031 for Yugoslavia, for mechanical ;, lugs.
Westinghouse has obtained Department of State approval for the export of mechanical plug installation and removal tooling which is not subject to NRC approval. Westinghouse has also made commitments'to perform training in the use of the tooling at the Institut za.Elektroprivredu Zagreb in Yugoslavia.
The tools are to be shipped to Yugoslavia on July 24, 1990.
The training process involves two enginears from Westinghouse first traveling to Zagreb to l
unpack and functionally check the equipment.. Since they do not speak Yugosla-vian, they will first train Westinghouse engineers from Brussels,' Belgium, in the operation and maintenance of the tools. The Westinghouse European personnel will then train the Yugoslavian engineers and technicians.
In order to train people in the use of the tools it is necessary'to ' install test plugs in a: mockup at the Institut. To this end a quantity of seventy-five (75 plugs are) test plugs is being fabricated exclusively for. test purposes. These
-similar in appearance to the actual.mechanica1'plus except for the word " test" engraved on the upper end.
In addition, the fabrication process
