This letter includes a document _ indicating the decommissioning cost estimate and the means used to escalate the cost;untillthe expiration date of the current operating: license.
Also included by reference is a copy of-a submission under
-License 50-156/SNM-116 dated July 16, 1990 and signed (on behalf
'of the Regents of the University of Wisconsin) by C.J.-Stathas,
~GeneraliCounsel~and Ansistant Trust Officer, in which the University of-Wisconsin indicates that,-as a state agency, the funds for decommissioning will be obtained'wben needed.
.The estimate is based on decontamination of the facility and.
returningsit-to unrestricted use within a-three-year period. The funding required-is estimated as $1.2 million in the' year 2000.

UNIVERSITY OF WISCONSIN NUCLEAR REACTOR DECOMMISSIONING COST ESTlilATE The cost analysis that follows is based on NUREG/CR 1756, Technology, Safety and-Costs-of Decommissioning Reference Nuclear Research and Test Reactors,-
including its companion documents.

Also reduced because UWNR core is 1.2 m above pool bottom vs. 0.46 m.

- Reduced by 50% due to smaller building size, with cooling system and auxiliary equipment compactly housed in one area. Half the assumed rubble volume in reference reactor is outside-the reactor building.
In addition, pool concrete is well protected against contamination at UWNR due to liner and epoxy coatings.- Finally, the contamination level at UWNR is extremely-low-even the estimate above would require a major fuel rupture to produce enough contamination to require the
-expenditure indicated.

Assuming the decommissioning begins in June, 2000 when the present operating license-expires, the cost. identified above should be increased by 5%'per i
year. The 5% figure-is based on the_ preponderance;of' salary in-the estimates T
-above'and recent history on-pay rates for academic staff and civil: service employees of the university.
Therefore, in the next 20 years.the prices above are expected to escalate by 'a factor of 2.65; LTherefore, the. decommissioning cost of: the University of Wisconsin Nuclear Reactor is expected-to' be $1.2 million in the year 2000.
