NOTICE OF VIOLATION j

Georgia Institute of Technology Docket No. 50-160 Atlanta, GA License No. R-97 During the Nuclear Regulatory Commission (NRC) inspection conducted on June 12-14, 1990, a. violation of RC requirenents was identified.

In accor-

' dance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1990), the violation is listed below:

10 CFR 20.203(c)(2) requires that each entrance or access point to a high radiation area shall be:

(1) Equipped with a control device which shall cause the level of radiation to be reduced below that at which an individual might receive a dose of 100 millirem in I hour upon entry into the area; or (ii) Equipped with a control device which shall energize a conspicuous visible or audible alarm signal in such a manner that the individual entering the high. radiation area and the licensee or a supervisor of the activity are made aware - of the entry; or (iii) Maintained locked except during periods when access to the area is required, with positive control over each int;vidual entry.

Contrary to the above, on June 13, 1990, two graphite stringers, which were found to have a radiation level reading of 200 millirem per hour, were located in a posted high radiation area which was not equipped with a control device to reduce the radiation level below 100 millirem in one hour, nor equipped with a device that energized a conspicuous visible or audible alarm signal, nor maintained locked.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Georgia Institute of Technology is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission,. ATTN:

Document Control Desk Washington, DC 20555,

.with a copy to the Regional Administrator, Region II, within 30 days of the date of the letter transmitting this Notice.

This reply should be clearly marked as a " Reply to a Notice of Violation" and should include (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective _ steps which have been taken and the results achieved.

(4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
