Facility License Number TR 3 applies to the heterogeneous 1119ht water-cooled and moderated research reactor;(Reactor) located at the Plum Brook Reactor Facility near Sandusky,' Ohio.

Facility. License Number.

E R 93 applies-to the heterogeneous light water cooled and moderated research and' testing _ reactor (Mock up Reactor), also located at the Plum Brook Reactor Facility near Sandusky, Ohio. The Reactor'and the Mock up Reactor are owned by the National' Aeronautics and Space Administration (NASA), an independent agency of the United Statee Government.

'Both the, Reactor and the Mock up Reactor have been shut down since 1973

and are non operable.

NASA is authorized to possess but not operate the Reactor and the Mock up Reactor pursuant to Amendment No. 7 of Facility License.No. TR 3 (January 28, 1987) and. Amendment No. 3 of Facility License No. R 93-(January 12, 1987).

Both licenses are effective for 10 years from the date-of the referenced amendment.

The cost estimate for decommissioning, the method which will be used to provide funds for decommissioning, and the method for adjusting the cost estimate and associated funding level periodically over the life of the I

facility are discussed below.

Cost Esiimate for Decommissionina s

'The current cost estimate for decommissioning both the Reactor and the Mock up Reactor.is forty-eight million dollars ($48,000,000.00) in mid-1990 dollars.

This cost estimate is based on an engineering study performed by Teledyne isotopes, Inc., of Westwood..New Jersey.

Field work for the study took place in 1984 85, and a report was prepared in 1987 88.

rates for, decommissioning were established using 1985 U.S. Department of labor'construr'^on industry rates. Waste disposal (burial) costs.were established byJeledyne isotopes, Inc.. who had consi.derable current experience as'a Nuclear Weste Broker.

y The itudy concluded that thirty four million one hundreo thousand

tdollars ($34.100,000.00) was the estimated decommissioning cost for the 9eactor and the Mock up Reactor if decommissioning started in 1985 and-was. performed over an estimated four year period.

The 1985 cost estimate was recently updated to mid 1990 values,. con-sidering the effect of inflation.

For non weste disposal (burial) costs, the. adjustment was made using the annual Consumer Price Index published by the U.S. Department of Labor, Bureau of Labor Statistics, for the years 1985 through mid-1990.

For waste disposal (burial) costs, the: adjustment was made using current information supplied by an experi-enced Nuclear Weste. Broker, Teledyne Isotopes, Inc.

. site and no major technological decommissioning breakthroughs or major NRC regulatory changes affecting decommissioning since 1985.

The Method Which Mll be used to Provide Funds for Decommissionina

.As Director of the Lewis Research Center, I am responsible for the development and submission of all budgetary and legislative requests necessary to operate, maintain and assure the ultimate proper disposi-tion of all Lewis Research Center facilities including the licensed reactors at Plum Brook Station, in compliance with 10 CFR 50.75(e)(2)

(iv), Lewis Research Center intends to make all appropriate and timely

E missioning will be requested. We also intend to advocate appropriate priority in requesting funding for this project.

in appropriating the funds by which all Federal agencies operate.
