L I'm' writing to inform you of a project that the Center for Nuclear Waste Regulatory Analyses ("the Center") will be conducting for my office on the subject of " graphic-oriented material" as defined in l

Section 2.1003(c) of the LSS rule.

In support of its high-level waste program, the NRC has established the Center, a part of Southwest Research Institute at San Antonio, Texas, to provide a sustained quality of technical assistance and research to the NRC.

The Center performs technical assistance and conducts research to help identify and resolve technical, scientific and licensing issues associatad with the NRC's review of a high-level nuclear waste repository license application.

Section 2.1003(c) of the LSS rule establishes broad requirements for the submission _of an image and header for " graphic oriented materials" such as raw data, field notes, maps, and photographs that are not suitable for entry into the LSS in full t.%t.

Section 2.1003(c) also establishes, requirements for the submission of headers only for material that is not suitable for entry into the LSS either as an image or in full text, such as-core samples.

In this latter case, the LSS Administrator is required to establish protocols to provide LSS participants accesc to this material.

We refor to both types of material collectively as " technical data."

As you know much work has ' been done to date to define the information that will be in the LSS for documents; namely, the header fields, ASCII text and images.

Little has been done to define submission requirements and database content for technical data.

In my judgment, a considerable amount of fact finding and analytical' work needs to be done to understand the technical data environment and related issues.

For this reason, we have asked the Center to perform this

work, believing that the Center's involvement with the technical aspects of the high level waste program and its general knowledge of the LSS, puts it in an

advantageous position to perform this work for us.

Like the

They will also serve as an important input to the LSS system design.

More specifically, it is important that we determine what types of

material constitute technical data; what are the user needs fer technical data; what should be the timing and format for the submission of this data; what types of technical data should not l

be imaged from a cost-benefit standpoint; what fields should be in l

the header; what information should be included in the LSS to facilitate LSS participant access to technical data; and, what are r

the existing infrastructures for providing access to technical data?

On this last point, it should be noted that the LSS must interf ace ef fectively with these inf rastructures and any interface problems which may exist should be identified and resolved early.

The Center's activities on this project will focus on all of the above questions.

Our current schedule calls for the center to prepare a draf t report i

on their initial work by October, 1990.

We anticipate that the Center will brief the LSS Advisory Review Panel on the status of the project at the October 10, 1990 meeting of the Panel in Reno, Nevada.

Mr.

Charles Acree will be the Center's principal investigator for this project.

As a necessary part of performing its work on this project, the Center will be contacting the organizations represented on the LSS Advisory Review Panel to gather information on the existing framework for providing access to technical data, as well as user needs relative to technical data.

I would ask your full cooperation in providing information to the Center on these issues.

I plan to keep the Panel fully informed on the progress of the Center's work and to seek Panel review and comment on the Center's recommendations.
