NRC BULLETIN 90-01 " LOSS OF FILL-0!L IN TRANSMITTERS MANUFACTURED BY ROSEMOUNT" On March 19,1990, the Generic Comunications Branch (0GCB), the Instrumentation and Control Systems Branch ($10B), and other NRC representa-tivesmetwiththeNuclearManagementandResourcesCouncil(NUMARC)todiscuss NRC Bulletin 90-01, " Loss of F111-011 in Transmitters Manufactured by Rosemount"(Bulletin). A listing of the meeting attendees is provided by.
At this meeting NUMARC requested clarification on several aspects of the bulletin from the staff. For example, the staf f indicated tiat the enhanced surveillance activities requested by the bulletin were intended to apply to transmitters in use in either safety-related systems or systems installed in accordance with 10 CFR 50.62 (the ATWS rule) that perform a safety function.
The staff also indicated that the " basis for continued operation" requested in the bulletin was essentially equivalent to requesting a justification for continuedoperation(JCO),
in addition, NUMARC requested that the staff considertheexclusionoflowpressureapplication(forexample, containment pressure)transmittersfromtheenhancedsurveillanceactivitiesrequestedby the bulletin. The staff indicated that this request would be taken under consideration.

July 17, 1990 The staff also trphasized that thert. retrain outstandin; concerns regarding the susceptitility of Rosemount Model 1151 and 1152 transmitters to loss of fill-oil. Accordingly, the staff encouraged NUMARC to coordinate the indus-try's ef f orts to independently obtain ano nalyze relevant failure data on Mocti 1151 and 1152 transmitters as well as Model 1153 and 1154 transmitters.
