!!0TICE OF VIOLATION i
Entergy Operations, Inc.
Docket: 50-382 Waterford Steam Electric Station, Unit 3 Operating License: HPF-38 During an NRC inspection conducted on June 25-29 1990, a violttion of NRC requirements was identified. The violation involved failure to comply with Technical Specification requirenents while performing the local leak rate tests for containment penetrations.
In accordance with the
- General Statement of Polic and procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1990) y(Enforcement Policy), the violation is listed below:
Paragraph 4.6.1.2.d of Waterford Steam Electric Station, Unit 3. Technical Specifications requires that Types B and C local leak rate tests be conductedwiththetestpressure(Pa)at44psig.
Contrary to the above, the licensee conducted Types B and C local leak rate tests involving a number of containment penetrations, during the last three refueling outages, using a test method which allowed test pressure to drop below 44 psig during the test performance.
This is a Severity.evel IV violation.

Pursuant to the provisions of 10 CFR 2.201, Er.ergy Operations, Inc. is hereby required to submit to this office, within 30 oys of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:
(1)thereasonfortheviolationifadmitted, the corrective steps which hcVe been taken and the results achieved, the corrective steps which will be taken to avoid further violations, and the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
