SUBJECT:
NRC MOBILE NDE LABORATORY INSPECTION AT ZION (90-12)
Transmitted herewith is the inspection report resulting from our inspection
activities at the Zion facility.
The timing of our inspection was not well
synchronized with the licensee's outage activities such that we did not
perform all of the usual inspections that we normally provide. We will work
closer with your staff in the future to optimize our ef forts and provide you
with a more in-depth inspection.
However, we did perform sufficient examinations to conclude that the licensee's
overall performance of inservice inspection, including the contractor's performance
and the oversight by the licensee, was good.
It came to our attention during the inspection that the technicians were
required to wear respirators while performing nondestructive examinations. We
find this unusual for a pressurized water reactor and feel this encumbers the
technician's performance. We recommend that the plant conditions mandating
this may be appropriate for your review. We did not determine if this resulted
from an over-conservatism on the part of the licensee or actual plant radiation
levels.

methods that will improve our service to you in the future.
