STAFF REQUIREMENTS - BRIEFING ON ADVANCED REACTORS AND NEW REACTOR TOPICS, 9:00 A.M.,

THURSDAY, FEBRUARY 6, 2020, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATIENDANCE)

The Commission was briefed by stakeholders and the NRC staff. A representative from the U.S. Department of Energy provided perspectives on advanced reactor development and application of technology-inclusive, risk-informed, and performance-based methodologies; a representative from the Nuclear Energy Institute (NEI) discussed nuclear industry initiatives and priorities to support reactor development; a representative from Southern Company Services discussed the Licensing Modernization Project presented in NEI 18-04, Revision 1, "Risk-Informed Performance-Based Guidance for Non-Light Water Reactor Licensing Basis Development"; and a representative from the Union of Concerned Scientists provided perspectives on advanced reactor regulatory and policy issues.

The NRC staff provided its vision and approach for regulatory reviews of advanced reactors, including key opportunities and challenges, and coordination with federal agencies and external stakeholders; an update of the Vogtle Project Activities; an overview of the Licensing Modernization Project, for which the staff seeks Commission agreement on the endorsement of in SECY-19-0117, "Technology-Inclusive, Risk-Informed, and Performance-Based Methodology to Inform the Licensing Basis and Content of Applications for Licenses, Certifications, and Approvals for Non-Light-Water Reactors"; and an overview of readiness to review license applications for advanced reactors.

M. Doane There were no requirements identified for staff action. Commission direction on the licensing basis development for non-light-water reactors will be provided in the staff requirements memorandum to SECY-19-0117.
