For shiament of an empty package, include specific tests or measurements which s1ould be used to assure that the package is erpty.
The tests or measurements must be able to detect unauthorized source assemblies and source assemblies where the connecting cable (pigtail) has been removed or-shortened.
Clarify when the. procedures are for individual packages, crates and outer packages, or both.
Item 4a, note that a shipment -is not exempt from all of 49 CFR Part 175 3
when transported by aircraft.
