SUBJECT:
Task Order No. 007, "NRC Incident Response Training Support,"
under Contract No. NRC-26-89-290 This confirms verbal authorization provided to L. Bethke on' April 27, 1990 to commence work under Task Order No. 007 with a temporary ceiling of
$10,000.00.
In accordance with the task order procedures of the subject contract, this letter definitizes Task Order No. 007.
This effort shall be performed in accordance with the enr.losed Statement of Work and Comex's proposal dated April 23,1990.
Task Order No. 007 shall be in effect from April 27, 1990 through December 31, 1990, with a total cost ceiling of $33,548.00 (inclusive of the
$10,000.00 authorized verbally).
The amount of $30,778.00 represents the total estimated r*
mrsable costs and the amount of $2,770.00 represents the fixed fee.
Funding for this effort is obligated by task order in the amount of
$25,000.00 and under the basic contract in the amount of $8,548.00, therefore the accounting data for Task Order No. 007 is as follows:

The flRC Incident Response staff of the Division of Operational Assessment of the Office for Analysis and Evaluation of Operational Data has developed a
. comprehe'nsive Protective fleasures Manual for the NRC incident Response E
Program.- The Protective Measures Manual is the basic document to be used-by l
the f1RC emergency responders f ollowing an incident at a licensed nuclear facility.
. Contractor assistance is needed to conduct an independent audit and provide input to a major revision of this manual (NUREG/BR-0132)'in support of an snnual. training workshop to be held in June, 1990, s
in addition, assistance is needed to develop and coordinate two table-top, exercises which will be conducted for NRC emergency response personnel.

SCOPE Of WORK
.The. contractor will perform the.following subtasks in support of the technical needs of the flRC emergency response program:
Subtask 1:
Conduct an audit of the response paper tools described in the Protective Measures Manual (NUREG/BR-0132, Vol. 1-6) by May 1990. The audit shall include verification of the technical content against established standards and reference 7
material.

. Subtast.?:
Assist in the revision of flVREG/BR-0132 to incorporate lessons learned from previous workshops and exercises, correct problems identified from the audit in subtask 1, and incorporate new material provided by the NRC staff.
This work shall be.
completed prior to the response workshops to be conducted in i
June 1990.
Subtask 3:
Develop and coordinate two table-top exercises - one for a reactor event and the other for a materials event. The reactor table-top exercise will be held in June 1990, and the materials table-top will be held in December 1990.. Also, conduct a critique of the student performance following each of the exercises.
MVELOTSUPPORT The total effort shall not exceed 35 man-days.
The estimated time for each subtask.is: Task 1, 5 man-days; Task 2, 5 man-days; Task 3, 25 man-days.
PERIOD 0F PERFORMAllCE The' work shall commence on April 27, 1990 and end on December 31, 1990.
