NOMINATION FOR YOUNGER' FEDERAL LAWYER AWARD Mitzi A. Youngfis nominated for-the Younger Federal-Lawyer Award.

Ms. Young is a senior trial attorney in the Hearings and Enforcement Division of the Nuclear Regulatory Commission's Office of the General Counsel.

Mitzi Young was born on July 30, 1955, and has been an attorney with the Nuclear Regulatory Commission for almost 10 years.

Each case involved'some of the most-novel, difficult and complex legal issues before the Commission, t

including thejnature of the Federal-State relationship under the Constitution, relationships between quasi-autonomous agencies and

executive-agencies,-the scope of Federal authority and the i

regulatory scheme established by Congress for the civi11an uses of nuclear energy.

Each caso. required careful thought and the' application of sound policy and legal analysis.. Each case was conducted in a highly charged and highly publicized environment and was bitterly contested by very capable opponents with-

-r numerically: superior resources.

Eachl case required the dedication'of'unstinting effort, intelligence and skill.

In each

- case creativity was used to explore and develop new legal alternatives to allow the accomplishment of the agency's goals, l

with a recognition of the political sensitivity of the litigation.

And in-both cases, her skill, tact and effort enabled the-NRC to resolve contested matters, and issue licenses properly conditioned to protect the public health and safety.

In addition to her tasks in regard to administrative adjudications, Ms. Young reviews other attorneys' work in determining whether licensing and other complex technical

Her work in this area has i

always been outstanding and is used as a model for all'other attorneys in the Office of the General Counsel.

Ms. Young has also made significant contributions to the legal profession and the community not directly related to her governmental duties.

.Ms. Young has been a major participant in the-NRC's School Volunteer Program, and thus served as a role model or mentor for minority and other children.

During Black History Month, she has lectured on the contributions of such civil rights attorneys as Thurgood Marshall.

At other times she has lectured in high schools on professional careers for women L

and on-legal ~ topics.

She has also lectured in the schools as part of the Federal Bar Association's Bill of Rights Program.

i In addition to these activities, Ms. Young has been particularly active on advisory committees to the Montgomery-County Public School System..Her principal present. activity is-

as a member'of the-Minority Advisory Committee in the Bethesda-1 Chevy Chase area, which is seeking to develop strategies to promote positive multi-ethnic interaction between school children i

in diverse socio-economic conditions,so as to prevent. racial

-tensions.

In addition, she serves as an advisor to school

-administrators on minority education and achievement issues.

The foregoing illustrates Ms. Young's. diverse accomplishments both as an attorney with the Nuclear Regulatory Commission and as a publicly spirited citizen.

Her superb-professional abilities, together with an overall devotion to duty
