20555 Dear Mr. Taylor As you know, the Seabrook Atomic Safety ard Licensirg Bord (ASLB) con $ucted a pre-hearing conference on June 5,1993, in Concord, New Hartpshire. At that conference, Judge Smith proposed that the State of New Hampshire provide a statement regarding their training program for decisionmakers for radiological emergencies at the Secrcok Nuclear Power Station, especially as it concerns Dnergency Naponse Plannirg Area (ERPA) A.

state agreed to provide the requested information. The fbderal Emergency Managtrtent Agency (FD%) agreed to review the State's staterrent and confirm the adequacy of the trainirg to the Nuclear Regulatory Carmission

letter describes the training for decinforrnakers on protective action decislovrakirg strategy for ERPA A an$ elsewhere including recent revisions r

to add supplemental materials related to issues before the ASLB. Based I

on FD%'s review of training materials,1988 an$ 1989 staffing rosters and trainirg records and the perfotsa1ce of the New Hunp& ire decisformakers in the 1988 exercise, it is FDW's position that New Eampshire's existing trainirg program is adequate, that th3 additional materials will be a further enhancernent and that the revisa$ training prcgram adequately addresses the issue identifled by the ASLB at the June 5, 1990 pre-hearing confetence. The FEMA Regional Assistance Canittee Chairman for Seabrook will_ participate in a training session includirg these materials on June 27, 1990, in New Hampshire.

w-Each person f rom the Governor's of fice, the Of fice of Emergency Management, and the Department of Public Health who acts as a principal decision-maker and is involved in fomulating INRERP protective action recomundations is thoroughly converstnt with the issues that have been raised regarding the imolementation of protettive actions for ERPA "A" and elsewhere.

Decision-maker's have reviewed LBP-90-12, and the State of New Hampshire's and Federal Emergency Management Agency's emments to the Appeal Board regarding the recocinendations of LBP-90-12 These individuals have been extensively briefed b state officials who are directly responsible for determining the State s position, and each has participsted in the development

of the State of New Hampshire's response to recent orders of the ASLB.

ine following are steps which the State of New Hampshire will take to further ensure that its decision-makers are throu;hly versed regarding the protective action recommendations for ERPA "A", ircluding a scenario premised i

on the existence of impediments to evacuation as discussed at the lne 5,1990 pre-hearing conference.

included as part of the training progrn which currently supports the FNRERP pursuant to Volume 1, Section 3.2.

We believe this added material will assure that decision-makars have the knowledge needed to implenent the NHRERP in a manner which assures the utmost protection for the health and safety of the citizens of New Hampshire.
