MINUTES OF NRC/NUMARC MEETING ON DESIGN BASIS PROGRAM GUIDELINES On June 18, 1990, members of the NRC headquarters and regional staff held a public meeting with representatives of NUMARC to discuss their draft guidelines for design basis programs. The NUMARC guidelines present a methodology to perform a design bases reconstitution effort. These guidelines have been the subject of several prior NRC/NUMARC meetings.
The NRC staff provided comments on the draft guicelines in the areas of open item handling, reportability aspects, enforcement considerations, and perfor-mance of verification and validation during the design basis program.
NUMARC reiterated their request that consideration be given to provioing enforcement policy discretion to not issue Severity Level Ill violations for problems icentified during design bases programs. NUMARC contended that the current policy provides a strong disincentive for utilities to perform design basic pogrems. Tho staff replied that the policy is under review, but that

NUMARC's expecta-tion was that the staff will issue a letter of acknowleogement regarding the gui,1eline to NUMARC.
