l John Ahearne, Executive Director of the Sigma Xi Scientific Research Society recently provided the Nuclear Regulatory Commission (NRC) a copy of your draft paper entitled " State. Dependent Enforcement: An Empirical Investigation Using.

I have reviewed the paper from the standpoint of using your ideas in evaluating the effectiveness of the NRC inspection program.
