UNESCORTED ACCES$ REQUIREMENTS FOR NRC CONTRACTOR $

The purpose of this memorandum is to provide interim program guidance on the l
requirements for unescorted access for NRC contractor personnel. Recently two contractor employees with extensive nuclear experience, who had previously l
been granted unescorted access at numerous reactor facilities throughout the country, were denied unescorted access at a site. This denial of unescorted access and further initial refusal by the licensee to provide an escort, required that the contractor personnel be escorted by a mes6er of the NRC i
inspectirn team. The enclosed guidance is for your tamediate use.
l The enclosure identifies requirements that NRC contractor employees must meet l
in the aren of fitness for-duty, security, and radiation protection, to bc l
granten unescorted access.
In situations where contractor employees need unescorted access, the Director, Division of Reactor Inspectior, and Safeguards will determine whether the contractor employee seets the enclosed requirements and will send the responsible Region Projects Branch Cnief a memorandue, with a copy to the Inspection and Licensing Program Branch ()L?B) and the Technical Assistance Management Section (TAMS), carti"ying that the contractor meets the requirements and that no further regional review is needed. Based upon the NRR certification, the Region should send the appropriate access letter to the licensee.

__.___ _ _ _ _ _ _ _ _ _ _ _.. _ _ ~ UNESCORTED ACCESS CRITERI A FOR NRC C0kTRACTORS SECURITY Temporary Approval (1) The contractor shall submit the following to the NRC Division of Security (SEC) through the NRC Project Officer: a completed Personnel Security forms Packet, including an SF 86, Questionnaire for Sensitive Position; copies of their Jv year employment and education history checks, fi including verification of highest degree obtained; a reference from at 1 east one additional person not provided by the individual; results of the psychological evaluation; and a certification that the contractor has found all checks acceptable. In limited cases as determined by NRR: (2) The contractor shall submit the following to SEC through the Project Officer: a completed Personnel Security Forms Packet, including an SF-86; copies of their one year employment check; a reference from at least one additional peTion not provided by the individual; results of the psychological evaluation; and a certification that the contractor has found all checks acceptable. OR (3) The individual has been fingerprinted by the subject utility and the I contractor shall submit to the utility's access authorization program. In (1) and (2) above, SEC will conduct criminct history and credit checks and a security assurance interview with the individual. Based on the results of these checks, a review of the SF-86, and evaluation of the contractor's checks, SEC will detemine the ladividual's eligibility for temporary access and provide an objection or no objection to NRR pending cospletion of the required background investigation, finalApproval Completed processing of the reqcired investigation resulting in NRC endorsement for unescorted access at al'1 nuclear facilities for tht life of the contract; OR Contractor has obtained unescorted access authorization (other than tem >orary access) at the specified utility through that utility's access autwrization program, resulting in unescorted access at a specified facility. OR Individual possesses a valid government issued clearance FliMESS FOR DUTY The individual shall be subject to the utility's Fitness-for-Duty program or a program meeting the provisions of 10 CFR Part 26 which may be subject to an NRR audit.
