This letter serves as confirmation of our understanding of the telecon on May 23, 1989 between Dan Albers and Robert DeBruin of your staff and Mike

'McCann and Patricia Vacherlon of the NRC.

Our understanding is as follows:

1.

Robert DeBruin.will assume the position of R.S.O. until such time as Dave Kitkowski is trained in the use of the gauges. At that time, you will.

amend your license to name Dave Kitkowski as R.S.O.

2 Robert DeBruin will. review the use of all gauges to determine that the gauges are operating' properly and all personnel working around the gauges are aware they must call Mr. DeBruin in the event of an emergency or if any' maintenance of the vessels where the gauges are mounted is to be done.

The NRC will void the amendment, now under Control No. 87282, and will reactivate your request under a new control number, when we receive documentation of Mr. Kitkowski's training along with documentation of the training of the individuals you are naming as authorized users on your li cer.se,
