Dear Mr. Kraft:
As communicated in several telephone discussions between Dr.
Michael Tokar of my staff and EEI's Mr. Brian Farrell, the NRC has become increasingly concerned about mishaps that have occurred during the solidification of low-level radwaste at power plants and other facilities.
These mishaps have included waste forms that have failed to solidify completely and that have swelled and/or disintegrated over relatively short periods of time following solidification, or that have resulted in vigorous exothermic reactions during pr ocessing.
These mishaps raise questions concerning whether the waste forms will satisfy 10 CFR Part 61 structural stability requirements.
The NRC's interest in obtaining more information on past and future waste form mishaps and in gaining access to the information that may be, now or in the future, in the possession of organizations such as EEI, has been conveyed by Dr. Tokar in his discussions with Mr. Farrell.
As indicated in those discussions, we would appreciate any help EEI could provide in obtaining the waste form mishaps information we need.
