Dear Mr. Brown:
Your letter dated April 18, 1990, outlined concerns regarding NRC Information Notice No. 88-56, " Potential Problems With Silicone Foam Fire Barrier Penetra-tion Seals." The NRC staff has reviewed NRC Information Notice No. 88-56 and your letter and has concluded the following:
(1) Silicone foam appears to be an acceptable material for fire barrier penetration seals provided certain installation parameters are controlled as discussed in NRC Information Notice No. 88-56.
(2) Experience with silicone foam indicates that the method of installetion (e.g.
dammingtechnique),technicalandqualitycontrolofmaterial, materia 1mixingprocess,pouringandcuringprocess,methodoffinal inspection, and training and experience of installing personnel can affect the quality of the fire barrier penetration seals. One important aspect is whether or not a visual inspection of the silicone foam material is
>erformed. NRC staff inspectors have noted that silicone foam vendors Tave procedurally required a " visual inspection" during the installation stage; however, in practice the temporary or permanent dams have not been removed to perform a visual inspection.
l (3) Variousfirebarrierpenetrationse.1nonconformingconditions(e.g.,
i voids, gaps, and splits) have been reported by licensees in the past.
In order to mitigste these nonconforming conditions, licensees have taken the following corrective actions:
developed programs for inspection and periodic reinspection of installed seals including visual inspection of the silicone foam material repaired nonconforming seals evaluated alternative materials for repairing old seals and install-ing new seals o
developed alternative methods for installing and inspecting new silicone foam seals a
