Our letter (Reference 1) requested an exemption from Table B-1 of NUREG-0654.
In it, DPC proposed to establish by July 1,1982 a minimum shift operating crew of one senior reactor operator, two licensed reactor operators and two additional operations personnel who may or may not be licensed. By July 1, 1983, DPC proposed to establish a minimum shift operating crew of two senior reactor operators, one licensed reactor operator and two additional operations personnel.
DPC also committed to train a member of the security force to function as a communicator in the event the emergency plan was activated.
Including the Shift Technical Advisor and Health Physics Technician, the DPC proposed alternative to Table B-1 consisted of an eight person minimum shift staff to be maintained during Operating Conditions 1-3.
This staff level was also listed in the table entitled, " Emergency Response Capabilities During Operational Conditions 1-3" which was enclosed in References 2 and 3.
DPC has decided to postpone the July 1,1982 and July 1,1983 dates proposed for implementation of increased minimum shif t staffing at LACBWR to January 1, 1983 and January 1,1984, respectively.
This decision is a result of the NRC approval of SECY 82-111 on July 16, 1982, which allows the licensee to establish an effective date agreeable to the NRC, rather than being required to meet the previously set NRC deadline of July 1,1982.
In the interim, DPC will abide by the existing Technical Specifications.
