. , l APPENDIX A NOTICE OF VIOLATION Union Carbide Corporation Docket No. 50-54 Tuxedo, New York Licensr No. R-81 As a result of an inspection conducted on June 1-4, 1982, and in accordance with the NRC Enforcement Policy, (10 CFR Part 2, Appendix C), 47 FR 9987 (March 9, 1982) the following violation was identified:

Technical Specification 3.8.2., Dose in Unrestricted Area, Section a.

requires that total body dose from radiciodines in gaseous effluents for the critical individuals in unrestricted areas be calculated and reported.

Section c. requires that the dose to the individual from radiciodines in gaseous effluent releases be limited to an expression which sums the contribution of each radiciodine to the total dose.

Contrary to the above, since September 17, 1979, (date of applicability of present Technical Specifications), the licensee has not considered the I-133 contribution to the total body dose to the critical individuals in unrestricted areas.

This is a severity Level V violation (Supplement I.E.).

Pursuant to the provisions of 10 CFR 2.201, Union Carbide Corporation is hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
